Yeah it just seems unrealistic sadly. Unless conditions change and fences can be mended. But what about Johnny B. Badd/Marc Mero? Is that another one that's likely impossible? Yes, he's another name in the 'unlikely' category. From what I have read, he left on bad terms and has been bad mouthing WWE ever since so I don't see him ever being made.

What are the chances even of Steiner making a deal with Mattel to get new figures made? Don't get me wrong I want a figure of all those eras of Scott Steiner and Rick Steiner, but how realistic is that to happen for him to make a deal with Mattel? Just don't see it right now. Unfortunately not good because Mattel refuses to sign guys outside of Legends contracts like they did when they first got the line. Scott Steiner has gone on the record in recent years trashing the Legends contract because it's a joke. From 2016 (in an interview with Ringside, actually): "WWE offered me a legends deal. My lawyer looked at it, and it's basically illegal," Steiner said. "It's not worth the paper that it's written on. So (expletive) them." Forgive a little Steiner math, but I think the odds go up once (if?) Scott ever stops having an active in-ring schedule. The money he is making on the indies outweighs signing away his merch rights. If he stopped doing appearances, it might be worth taking the WWE payout since he wouldn't be sacrificing existing income. But I think Steiner has a reputation for having been pretty good with his money and is a loose cannon. So it's entirely possible he never signs out of spite.

I think this is telling, if WWE were interested in offering them a legends deal, I would think they would have tried to reach out by now. My thinking is they either don't think its worth it to sign a legends deal with his estate (i.e. they won't make a lot of money from Hercules merch, although in this regard one can ask how much did they make from Boogeyman or Tatanka both of whom were signed specifically for Mattel so they can make figs) or there is bad blood between McMahon & Hercules and Vince has not given the okay to sign him to a legends deal. Either way the odds are low IMO that we will ever see a Hercules figure. I came across an article a while back, an interview with Herc's daughter discussing her father and in it she proceeded to say some not so nice things about WWE and certain talent. As you mentioned, there are the guys who clearly sell merch, and then some guys who seem to have zero marketing value. I think it's the WWE equivalent of the "thank you for service" gold watch. They throw a small Legends payout at some of the guys who were backstage favorites at one time or another. Heck, Stevie Ray most likely got a Legends deal just for being Booker's brother. I don't know that it's necessarily that other wrestlers are on bad terms so much as that they weren't Vince's favorites. I'm amazed we haven't gotten a Bob Holly figure yet, since he seemed like a guy who was going to have a job for life until he got cut loose. I think that if the Legends line had been successful, it might be a very different landscape. When the Legends line got cancelled, Mattel got left paying a bunch of wrestler contracts that were a sunk cost for them. Eventually they repackaged those figures into the Flashbacks in the Elite line, but it very clearly changed their mindset on how to handle retired characters.
