Admittedly I'm mainly venting/complaining here, as the Five Below near me has had a LARGE amount of the Zombies (Brock, Seth, Austin, Styles, Sasha) in stock for literally MONTHS, and until those go, there aren't going to be new Elites OR Basics on the shelves for a very long time.
But seriously, WHY does this line even EXIST in the first place? Zombie figures are ugly (in general, but also wrestler zombies in specific), they're Basic so they don't even have Elite articulation (except Sasha, since this is a pre-mid/late-2017 line) they're not useful for any replacement parts/customizing (except for the admittedly cool skull head on Austin), and unless you're some weirdo who wants to incorporate wrestlers into some "X of the Dead" (or Walking Dead, World War Z, etc) playtimes, they're not even really good for general playtimes.
So WHY are they even here other than Halloween and zombie-fad cash-ins?

They were shown at a SDCC years ago and people begged for them in enough numbers that Mattel put them into production.

I’m pretty sure that zombies set ended up at five below because the mutants set rotted on shelves. They all shared the same numbers in stores. I think there are def a group of people buying these.

Diversification. Different products draw different demographics and consumers. The series has outlasted a more Elite lines than I can count at this point, so it's a fair guess it's profitable for Mattel. Not every product is designed to appeal to every buyer.
I had a small display of them up with our Halloween decorations the last few years. But I'm sure they're also popular among kids with the bright colors and wild designs.

The Zombie line has ended up on clearance at literally every store around me. And while the concept is somewhat cool, I feel there's a very limited niche market for these.

yea im surprised they did more. I think they could spend that money on another idea personally. I mean for Halloween its one thing , but I just cant see kids playing with these daily.. maybe im wrong..

I really like them. I just got Nakamura, Flair, Paige and Banks. I’ll probably get HHH, Austin and Kane too.

Because retailers keep ordering them. Turns out the market for wrestling toys is bigger than just people who buy wrestling toys to make customs of old wrestlers.

This is what happens when people say "Yeah i'd love these" but when they're made and released, wouldn't spend a cent to buy them.
Saying they're mainly aimed towards kids is just the easy answer. If they were so popular with kids, they'd be flying off the shelves because every kid would ask their parents for one, parents would either say yes and get it, or say no then wait until Christmas or Birthday times and remember 'Oh yeah he wanted this", but that's not the case.
I know if these were released back when i was a kid, my parents wouldn't consider getting any of these and if i saw them in stores i would never want one even if it was $1.
