Cactus Jack staying in WCW, and turning heel with Sullivan to be in the group with Avalanche and The Butcher would have been okay I think.
Jack would have gotten some good pay offs I would think in that situation, especially when you consider the guys he'd be working again. Hogan, Sting and Savage. That's a solid top 3 line up of main event guys.

Sorry to say Cactus wasn't in the same league as Hogan then. If someone proposed a Cactus feud to Hogan he would have laughed at it and that person probably would have been demoted or let go. If he didn't want a match with a main eventer like Bret he wouldn't want Cactus so it would never have happened.

Bret called him out publicly in the locker room back in 1993. It seems odd that Hogan didn't want to work with Bret because he was "too small" but had no issue working with Kevin Sullivan who was much smaller than Bret. I could see Hogan working with Cactus, if he thought Cactus was safe enough to work with, Cactus was a crazy monster type character that Hogan liked working with.

Cactus in 1992/1993 may be a good opponent but 1994 Cactus with the tag teaming and losing to Vader was probably below Hogan. If Eric Bischoff didn't think to keep him and let Cactus go, Hogan would feel the same way I think. Those guys beliefs seemed to be one in the same. Hogan didn't exactly work with Kevin Sullivan, he worked with guys working with Kevin. He work with Brutus and Quake who he worked with in WWF and Haku, Quake, Brutus and Kamala. Kevin was basically helping book all this to make him happy but Kevin didn't really work with him in ring. I do think Hogan respected Kevin though and they were both probably in wrestling for the same amount of time so liked each other.
