Is it possible to uncuff them or do they just slip on arms?

They’re just a little piece of rubber. Be careful as they can rip pretty easy

Slip on. I have so many of them from buying multiple sets of those Ringside Battle playsets to get announce tables and barricades, that I took a few and cut them where the thin part meats the thick part so I can put them on a figure much easier and they stay in place because the plastic just snaps back to its original shape. I used a box cutter to do it and it worked pretty well.

It's a shame you would have to cut one of the cuffs in order to attach one guy's arm to the ring ropes or something. It'd be hard to depict someone struggling to get free when one cuff isn't firmly secure at one end.
