For entertainment value, the Attitude Era. Watching Raw between 97-99 was like watching a well orchestrated train wreck. You were never quite sure what would happen next but it was sure to be a spectacle. Plus, JR and Lawler were at their very bast as commentators adding so much to the overall product. The personalities were huge, the storylines were intriguing, and even though the wrestling wasn't the most technical the matches delivered on the drama. It didn't always work but when it did it man oh man did it suck you into the moment. All you have to do is say something like "It's gotta' be Kane!" or "Bah gawd he's broken in half! Stop the damn match!" or "It was me!" and most fans immediately know and can picture the exact moment you're talking about.
For pure wrestling and great in ring performances, Ruthless Aggression. There was a chance you would see a four or five star classic on almost every show, particularly SmackDown. So many talented wrestlers in their prime putting on really good matches.
The best of both worlds would have been a combination of the storytelling of the Attitude Era with the wrestling of Ruthless Aggression.

Ruthless Aggression Era. I always though the Attitude Era was way overrated.

Of those two the RA. But that isn’t saying much as I wasn’t really a fan of the AE. There were a few wrestlers I liked, but I wasn’t a pubescent teen so all the T&A cr@p they did really didn’t impress me. The best WWF era was the Golden Era.

Attitude Era was the best because it was spontaneous, unpredictable, raunchy, and outrageous. That is what made it fun, that is what brought the masses over, people who didn't watch wrestling were now watching. It was one of the best soaps on TV, it was better than Jerry Springer and other entertainment at the time. The Invasion brought a decline (in 2002, the 2001 PPV was a success because of the fans), people weren't interested with all these new people (imagine wanting to see Austin/Rock beat up McMahon after a hard days of work and you watch some WCW guy in a main event match and you're like WTF am I watching?). To me the buying of WCW ruined things. The RA era was more "complete" in a sense as it brought some of the best of Attitude and New Gen into a package, but it was more for the fans than the masses.

I'll have to disagree with you on the Ruthless Aggression Era, I found it really boring and the matches were over-rated in my opinion, some were really good but there weren't five-star matches almost every night. I feel the matches relied to heavy on high spots, which did get the crowd chanting, but the drama and story-telling was lost. It started what we see now, very little drama and story-telling, matches make little sense, and a lot of high spots so the crowd can chant; this is awesome (when it usually isn't), holy $#!+, etc. The chants from the fans make watching the show almost as bad as the product that WWE puts out. But, that's just one man's opinion.

The Attitude Era. It was so good and I love that we live in a world where we can go back and watch most of it in the best quality possible on the Network. Every time I binge watch some AE shows it's hard to stop.
The Ruthless Aggression era had an amazing start in 2002/2003 but I find the product took a step down by sometime in 2004.

Ruthless Aggression had good matches, but boring stories. Plus the McMahons overstayed their welcome on tv by 2003.

For me, Attitude Era is looked upon with nostalgia more so than the Ruthless Aggression era.
However, RA era had better matches on Raw and Smackdown, and Attitude Era only had any good matches on their PPV events, where as Raw and Smackdown was used more as just entertainment to get to the PPV.
But if I had to pick between the two?? I would pick Attitude Era.

The RA era was trash TV and so many forgettable wrestlers came and went. Don't get me wrong it had good moments like Shawns return and Smackdown from 2003/06. Stuff like HLA, Katie Vick and the custody battle were highly featured in the main storyline's and it made the entire product off putting.
Don't get me wrong the Attitude Era was not perfect but it kept all the crap in the mid/lower card.

the storytelling and character development we got through the AE is next level. but, as most have said, RA had the match quality level full tilt.
my vote has to go to the AE because of the level of emotional commitment due to the strength of characters.
