Sometime in 1992. He didn't have it at the Survivor Series in 1991, however, I can't tell from the photos from Mania 8 or Summer Slam 92 but he did have it when Jannetty returned and hit Sherri with the mirror.

Shawn didn't have it at Wrestlemania VIII but he did have it at SummerSlam 92.
So he definitely got it between late April and early August of 1992.
