why is it some years in the royal rumble match they can bring who they manage to ring and has to leave and other years they were can stay and did the same at Suvivor Series 1991

I've wondered that too.
Same with why was it okay for Randy Savage to go back into the Rumble in 1992 when he jumped over the top rope to the floor, but when Andre the Giant did it in 1989 he was eliminated??
Just whatever rules the WWE wants to enforce each year, I guess!

One rule I never understood was how a guy who is not even in the Rumble can come in, throw somebody out and have it count as an elimination.

If managers were allowed to be at ringside for the Royal Rumble Match then surely they would keep it as a rule even to this day but for some reason they choose not to which is what I don't understand

I heard that too, I think they said that Gorilla and Heenan had to improvise and say that you have to be propelled by someone to be eliminated, though a handful of elimination before (in this rumble and previous rumbles) happened without being propelled (Andre, Marty, Roma, Bossman, plus you had Hogan eliminating Bossman after he had already been eliminated). From what I understand is that the only rule in the rumble is that your if you go over the top (no matter how, or by whom) you're eliminated. Though, that was challenged in the 1996 rumble when Vader came back in and eliminated HBK after he had been eliminated by HBK earlier, and they let HBK go back in (but not Bossman in 89 or Taker in 93). It seems they change the rules to fit each rumble and elimination. As for managers at ringside, it seems they were there in the first few rumbles so they could be a way to talk to the wrestlers, they may have been wearing ear pieces so they could get instructions from the back (I want to say I saw in the 1990 rumble Bobby Heenan saying something to Hogan and Warrior when they were both down after the double clothesline before Barbarian came in).
