Shane Douglas pinning Bam Bam Bigelow at the 1997 November To Remember PPV to win the ECW World Title in Pittsburgh was a huge pop! The fans at the Golden Dome made that place seem like a giant 90,000 seated stadium with how they reacted to Shane's win.

Both go to Stone Cold Steve Austin
One when he helped Mankind on RAW win his 1st WWF title
Two when he helps The Rock win at Backlash

The pop Diesel got for his return to the Rumble in 2011. That thing was insane.
Really, ANY Stone Cold pop. Going back and rewatching RAW from 1999, ever time he appears the building is rabid. 99.9% of the fans on their feet, both arms extended above their head, two middle fingers in the air.
Watching 98/99 crowd pops from RAW has actually made me realize, literally no one in WWE is over anymore.
WWE is now the globe trotters (Cornette said this), you come to see the whole show, not any specific person because no one on the roster is an actual draw anymore.

Some honorable mentions:
Taker popping up at the conclusion of SummerSlam 2009
AJ Styles recapturing the title in the U.K.
Demolition entrance/pinfall victory at WM 6
Christian winning via DQ at MITB 2011

Christian winning via DQ at MITB 2011 Forgot about that one, that may have been the loudest pop of the night, even over Warrior winning since a lot of people were going for Hogan.

He eclipses basically everyone from that era maybe outside of the rock.

Brock returning after Mania 28 and the Hardys returning at WM 33 were the loudest I've ever experienced in person. I thought the Brock return was louder, because building.
I'd say Scott Steiner's Survivor Series 02 debut was up there with the Trips moment, same building. That's second hand just from watching on TV. Maybe it was louder in person. I still think Ziggler's MITB cash-in 3 count is the loudest we've ever seen.
On the heel side, HBK in Montreal in 05 absolutely comes to mind.

Steiners sounds much louder on tv than the 2002 triple h return. That montreal crowd for hbk is nuts too in the eighties he'd have had to have been escorted out of the building for that much heat.

HHH at MSG was loud yeah....but it cant be put in the same room as Austin on Jan 4th 99 Raw.
Its the standard return pop at MSG.
Dudleys reuniting, Steiners return & HBK winning the strap @ Survivor Series @msg 2002 were all as loud. Cena returning at the RR in MSG too.

My buddy now knows he was wrong though. Thanks to 9.99 he knows tons of reactions were better than that triple h pop. Plus it might've worked out better had they not told everyone he was returning though.
