In the WWF,things wouldhave went on like they pretty much did, up til the buildup to Mania IX.
WCW may never have become a powerhouseif Hogan truly did never wrestle again. He was one of the reasons people turned their eyes on it starting in 1994. I don't know if Macho Man defects, much less Duggan, Eartquake,Beefcake,Honky Tonk Man,etc. And 100% the nWo concept is changed forever.

Wonder if WCW would have even gotten to the point of the NWO. Had they gotten to the NWO story line, who would have been the infamous third man? Sting? Flair? Macho? Or would this have been a great time for Hogan to come out of retirement as the third man (kayfabe storyline: saying he doesn't like the way wrestling has gone since he retired). Would Bret have beaten Yoko at WM9 and remained Champion for much longer. Would they have changed Luger to the American Hero or kept him as the Narcissist? Would Bret faced the Narcissist at Summer Slam (seemed they were building towards this before WM9). Makes things going forward interesting.

Taking Hogan out of wrestling at WM 8, forever, things change.
Assume changes begin at WM 9.
In the WWF Bret now gets a long uninterrupted championship reign until dropping it to Backlund at Survivor Series as normal. Then WWF proceeds on as expected.
(I understand that Hogan signing and the money it took has no 100% direct correlation to the WCW departures of some of the names to come. That said, Hogan and his cronies cost a lot and WCW had been bleeding money and getting rid of guys on their side for months prior to WM 9. Ross and Foley for example. Still, it's all narrative.)
In WCW things change more drastically, and quicker. There's no need to clear cap space for Hogan and certain guys never need to be released. So, maybe Austin, Cactus, Trips never leave.
That changes now, eeeeverything.
Razor & Diesel still in WWF know and liked Hunter from their time in WCW so maybe he eventually leaves though.
Late 90s could been Kliq vs. Hart's in WWF.
Austin vs. Cactus vs. Sting vs. Flair on WCW Saturday Night.
Cause ya know.. no Nitro cause no Hogan.
Or does Turner make that same, how do we compete statement and Eric hires someone from WWF other than Luger as a debut for a debut Nitro?
Ross had been fired so many times by Vince, maybe HE is the get, and replaces Eric as head of WCW. He's a wrestling guy, a business guy, a hell of a coach and he does play-by-play.
No Hogan would have been interesting. What would've become of Macho? Just what Vince wanted, office personnel? Where do Nasty Boys, Duggan, Quake, Bossman, Brutus & Jimmy Hart work?
Yeah.. anyways.. back to TEW.

Yeah if Hogan left after WM8 it would be a total butterfly effect.
Assuming WM9 was the same main event Bret would likely have gone over to give the feel good factor.
Would Vince have chosen Lex as the potential next big American hero?
I doubt that WCW would have prospered then ultimately failed on such a grand scale. Austin wouldn’t have jobbed out to the stars of the 80’s WWF. The NWO wouldn’t have existed and Vince wouldn’t have felt the need to push the envelope out so much in the late 90’s. WCW would not have been able to offer Bret such a lucrative deal and the Montreal screwjob wouldn’t have happened.
With no “attitude era” Rocky Maivia would not have become the Rock, Austin’s Star might not have shone so brightly. There is so many ifs buts and maybe’s. It’s amazing to think how one person could have influenced the whole future of wrestling.

I think Vince would've gave Lex Luger the mega push

If Hogan picked up his phone and taken the George foreman grill deal who knows he might've started his own promotion or retire with residual income still going till today. After Wm8, other than what's been said, I doubt WCW would've found much success and might have folded early maybe in 94 or 95. The only reason it wasnt folded was because the Turner exec's who hated having WCW loved Hulk coming in.

Oh my, the possibilities are endless really as others have pointed out.
1st of all, WCW is possibly out of business by 96. When Bischoff was hired, he was told this was it. Make it profitable or we are done. Hogan's brand was bigger than WCWs at the time so he opened up so much in terms of advertising. Bischoff possibly could've made it profitable without Hulk as he was cutting costs, but who knows.
Without WCW being competition, no nitro Monday night wars, what that means for WWE, Austin, Rock, Bret, Foley, Vince, AE era, does WWE go public? The possibilities are endless as WCW forced Vince to change, and Hogan joining WCW spearheaded so many departures both ways from 94-96.
Crazy to think about. What happens with ECW if WCW folds or at least never rises to WWFs level?
