Per WWE.com
WWE has named Paul Heyman as Executive Director of Monday Night Raw and Eric Bischoff as Executive Director of SmackDown LIVE, newly created positions reporting directly to WWE Chairman & CEO Vince McMahon.
In their executive roles, Heyman and Bischoff will oversee the creative development of WWE’s flagship programming and ensure integration across all platforms and lines of business. The creation of these roles further establishes WWE’s ability to continuously reinvent its global brand while providing two distinct creative processes for its flagship shows.
With more than 30 years of experience in the sports-entertainment industry, Heyman served as President of ECW from 1993 to 2001, securing pay-per-view distribution for the company as well as a national cable television deal with TNN. After his time with ECW, Heyman joined WWE’s Creative team and is widely credited with helping launch the careers of many current and former WWE Superstars.
Bischoff is a former WCW President and New York Times bestselling author. During his WCW career, Bischoff oversaw the signing of some of the biggest names in sports-entertainment and helped create and develop the nWo storyline. He was also instrumental in securing a television deal for WCW Monday Nitro on TNT and WCW Thunder on TBS. After WCW, Bischoff co-founded Bischoff-Hervey Entertainment, a production company that launched TV reality shows and mobile games

Sounds excellent, so I'll remain optimistic. But WWE is such damaged goods at this point in the year, I won't believe a quality turnaround until I see it. WWE have spent the past couple of months throwing all the crap they can at the wall to see what sticks, from the 24/7 Championship to the Wildcard rule, when what is really needed is just simple, precise storytelling. I can only hope that Heyman and Bischoff have enough power in their new roles to make it happen.

Paul Heyman has always produced incredible results when he's been involved in writing TV for WWE. If they give him free reign, this is the best thing they could possibly do. But the biggest obstacle will always be Vince. Heyman could write the best week of TV possible, but what will it turn into after Vince reviews it and does his rewrites? This was what eventually got to Heyman back when he was writing SmackDown and trying to do ECW properly that caused him to quit. So, if they give him free reign, I have no doubt he'll turn the product around; I'm just very skeptical of Vince's involvement.
Eric Bischoff, I'm not too familiar with his writing for TNA since I didn't really watch, but he can't hurt either to have a fresh mind writing SmackDown. Having two separate "directors" is probably the best thing they could do. I don't think it's a coincidence that WWE is FINALLY revamping their creative process only a month or so following Moxley's podcast that really put a spotlight on how bad things have been for a while.

So I do have to wonder.... is this a snub towards Stephanie and Triple H??
It seems like those are positions that they would be taking on and Vince gives it to two guys who ran wrestling promotions 25 years ago.

Eh. Vince and da kids are still gonna be the final say on what actually gets on TV. Maybe Heyman and Bischoff can make a breakthrough but I'll hold off on celebrating for now, because Vince can change his mind in a few weeks and do away with them.

As long as they keep Russo away, I'm all for it. I'm actually excited about this news!

Crazy stuff. I think both will be good, but I have reservations about each.
For Bischoff, I think he may struggle with PC/PG restrictions - ECW was even less PG than WCW, but I think Heyman will be better at adapting.
For Heyman, I want to see if he can teach older dogs new tricks. For both ECW and his SmackDown! run he was brilliant at building up new stars and second to none and accentuating people’s positives whilst hiding their negatives. But both times Raw or WWE/WCW would have all the top stars and take his, so he never had to deal with a guy getting stale whilst still being relatively young and a big name. If Heyman has Randy Orton, what will he do with him? What about when he has ten guys like that?
Interesting also that Heyman gets Raw and Bischoff SmackDown!, given that the latter is presumably the new flagship because of Fox.

Also, will these two have to report to HHH as well as Vince? What’s his role in all this?
