He doesn’t have a contract with them. He’s signed to New Japan. They can’t make it end of story Says who? What's keeping them from making a figure from a former WWE Superstar who used to be under contract with the company? According to Mattel themselves, the contract situation has changed from the days of Jakks and Classic Superstars. They can no longer make deals with wrestlers directly (ask Mattel why) like Jakks could. They work very closely with WWE and WWE gets the final say on things, down to Gorilla Monsoon's bowtie color. As for your inevitable further why's, you'll have to take it higher than this board. Try contacting Mattel or WWE directly. As to why they can't just do it anyway, I imagine it's because WWE, and by extension Mattel, cannot use the likeness of a past wrestler on promotional material without a deal with said wrestler that would include profit sharing. I doubt Kenta will allow them to just make money off of his face and likeness without his say-so and without getting royalties. I doubt WWE want to further pay Kenta for the sake of a single action figure for you.

With this logic, why not repaint a CM Punk or Chris Masters figure and release them? Its not like theyre working for AEW. Also, your Astros are getting their asses kicked right now. Mattel has released figures of guys who no longer work there. It's not unprecedented. Ringside released an exclusive ECW CM Punk figure after he quit WWE. They released it on target.com. Its just sold out www.target.com/p/wwe-elite-collection-nxt-takeover-hideo-itami-figure/-/A-54192144

All this proves is that the figure went into some level of production.

This is one of those topics that is so stupid it should just be "no sold" until it drops off the main page. However, it will probably go about 4-5 pages until it's locked.

I doubt WWE want to further pay Kenta for the sake of a single action figure for you. Then they should make a mutual deal between Mattel, WWE, and KENTA to release it. If Sony and Disney can make a deal for Spider-Man, I don't see why this is so earth-shattering. Mattel made a deal to release a Macho Man figure and even got him to film a promo in 2009 for Comic-Con when Macho Man and WWE were on the outs and NOT on good terms.

Yeah I'm sure it's possible for a deal to be made. But I don't think anyone wants to. The example you cite has literally billions of dollars at stake. WWE would rather not have the money made on a Kenta figure if it means promoting a wrestler who is active elsewhere in work not under the WWE umbrella. This is the same reason we won't be getting any more Ambrose or Jericho or Cody Rhodes figures for a while. The money spent litigating for a one time deal to release Hideo Itami would probably outweigh the money made on the figure anyway. Can you think of a good reason why to release it?

If this quote from a marketing manager at Mattel isn't enough, then I don't know what to tell you. There's no hope for the rest of us. Here's a transcript of Action Figure Attack 's recent Q&A with his followers over on his Instagram Stories. Is it safe to say that Hideo Itami Elite will never hit shelves? It was perfectAFA: Unless he returns to the company, this fig won't ever get produced :/
