Hulk Hogan doesn't want his bald head to be seen on Merchandise? I think it's a pretty good guess. Because let's take his wrestling figure as an example. Half of Hulk Hogan's action figures cannot removable bandana. They made a bald mold., but they had Hogan's head fixed with a badana. It's very difficult to remove because it's glued together. The new ringside collectibles Hulk Hogan can't remove the headband. Let's take the game as an example this time. Whenever he appears in the game, he plays with his bandana on. If he didn't wear a bandana, his hair was always full. I think he'll sign on condition that his baldness is not visible when he signs the Merchandise contract. What do you think?

Like the above message said, he wouldn't care. As long as he's getting money for his merch, he'll put his bald head everywhere.
As for the figures, that just comes down to either laziness on the maker not wanting to include a removable one, or just the sculpt they want. There's a bunch of bald head Hogan's out there as shown above ^^^
As for the games, i know in 2K20 you can remove the bandanna in the creation suite, but because 2K20 is an embarrassment of a game, his hair is all deformed afterwards.

He seems to have gotten much more lax about it. There was almost definitely a rule years ago that they couldn't. Jakks even did a running change on the Hogan/Warrior set to give him more hair.

Jeremy has stated in the past they had to resculpt certain molds or make running changes after the fact to glue on a bandanna per Hogan’s request. I really think it comes down to how much stroke the company has. If the company making the figures is not a huge company he can insert his force on he will, if it’s a big company (Mattel) they do what they want. Or if it’s a company who signed him after all his other endorsement deals were cancelled he probably didn’t have much else to work with at the time.

When Ultimate Warrior discovered the joy of posting videos on Youtube he had fun showing pre-approval images of his Classic Superstars 2-pack with Hogan where Hulk (or his people) had circled the top of the head and requested more hair. But that figure did represent a match and time where he did have slightly more hair, so I don't know if the problem was sensitivity or attention to detail. There have been plenty of "bald top" Hulkster figures released since then.
