The Rockers almost did but the rope came off, would they have if it hadn’t? It was said that they were supposed to win the belts. Can't remember where I heard/read this but Jim Neidhart was doing contract negotiations around this time and they were going to start Bret's solo run so they decided to give the belts to the Rockers. After the match, they didn't want to air it because the rope broke and it looked bad, so they nullified the victory and never aired the match. I believe it was also said that on a superstars, they explained to the fans in that city why the Hart's were still champions (because the rope broke and the match should have been stopped). Neidhart and the WWF reached an agreement on a new contract and the decided to wait until after WM7 to start Bret's solo push. Kind of a shame they didn't let the Rockers have the titles for a little while. Would have been cool if they made a re-match between the Hart's and the Rockers at RR91, have the Rockers win then drop the belts to the Nasty Boys (or Power & Glory) at WM7.

Both the Rockers and the Rougeau Brothers beat the Hart Foundation for Tag Titles but were later reversed. There is video footage of the Rougeaus beating the Hart Foundation on YouTube because it made the Quebec news.

I'm assuming here we're talking about a major federation's top tag team titles
The (Midnight) Rockers had the AWA titles when those still meant a little something, so they should be off y'all's lists IMO.
The Fantastics - Tommy Rogers & Bobby Fulton - NWA US titles but never the Worlds The Killer Bees Warlord & Barbarian Ole & Arn Anderson NWA NAtional but never World The Sheepherders - Butch Miller & Luke Williams plenty of regional but never the NWA/AWA World Cedric Alexander & Caprice Coleman Cryme Tyme Dudebusters - Caylen Croft & Trent Baretta TMDK - Shane Haste & Mikey Nicholls The New Blackjacks - Windham & Bradshaw

I'll stick with WWF although....there isn't really a time where a lot of these teams COULD have won it because of who was on top & how stacked the division was. definitely don't have 10.
1) The Rockers 2) Powers Of Pain (scheduled to beat Demo for them at SNME in early 89 then drop them back @ WM5 but Vince changed his mind) 3) Razor & 123 Kid-should have had a reign...had chemistry 4) New Foundation 5) Allied Powers
that's about it for me.....Rougeus, Bushwhackers, Orient Express, Beverlys were comedy jobbers. Power & Glory were bound for them but when Vince got the Nastys? He dropped any notions about Roma & Herc & instead had LOD squash them @ WM7

Vince was going to split the HF earlier than originally planned. They were going to drop to the Rockers then the Rockers to P&G then P&G to the LOD. But then the whole rope fiasco happened....then he unexpectedly signed and LOVED Knobbs & Sags. so the Rockers & P&G were eliminated from the scene altogether.

Prichard said Vince loved them at first....gave them the upper hand in the Rockers feud & everything. But like Bret says...when Vince gets a new toy? He discards something in favour of it. Of course in this scenario it was The Nasty Boys....The Nastys beating The Rockers at WM7 would have been a good match too...but according to a fair few? P&G were toast the minute the Nastys were signed. They were put with Jimmy Hart(Vince's go to guy for heel teams)
But after seeing the Rockers finally getting gold? It would have been a shame to see them dropping them so soon. The rockers had a worse PPV record than the Bushwhackers LOL
