Has there been any pro wrestling promotion that wasn't WWE (and that wasn't/isn't a subsidiary/developmental promotion of WWE) to have bumpy ropes/square turnbuckles?

Not sure, but... whenever I look at other turnbuckles that aren’t wwe, they look bootleg.

Not sure, but... whenever I look at other turnbuckles that aren’t wwe, they look bootleg. It’s weird...even though WCW beat WWF in the ratings for 83 weeks, it still had turnbuckles that looked more bootleg.

Ecw back in like 95 (noticed during some mysterio/phychosis matches) had the same kind of turnbuckles? Don't know if they count

The "bumpy" ropes are just because of the tape WWE wraps them in. I can't recall seeing any other promotions using the same style, but the majority of promotions also use cable for their ropes instead of the rope WWE uses for theirs.
No idea about the turnbuckles.

ECW was a subsidiary of WWE, Didn't they start doing business in 97? On-screen was 97. Off-screen, Vince was giving Paul E money from at least 1996, if not earlier.

I don't understand what you mean about the ropes being bumpy. WCW's ropes would occasionally have a kink in them but that's part and parcel of them being steel cable running through the hosing which would sometimes kink. WWE is the only company on telly that has real rope with coloured electrical tape round it. As for the turnbuckles, I've always much prefered the style where the actual pad is holding the rope tight rather than being on top of a hook that's holding it in WWE.

Yes, AWA used a similar pad and used real ropes as did Portland Championship Wrestling under Don Owen. And most everyone before the 80s. The steel cable has more snap to it and is better for guys who use the ropes a lot, whereas I preferred real ropes because it kept my matches on the mat and I could use getting tied up in the ropes for effect and not break my shoulder.

WWE still uses real ropes wrapped in tape. Most big time promotions (WCW, Impact, I imagine AEW) use wrapped steel cables.
People often say WWE's ropes are the worst to run because they hurt a lot more than the wrapped cables.

Granted, I wouldn't know personally, but I'd be curious to see how they feel. I once had an opportunity to do a sort of one day, coverall training session, and of all the things covered that day, I think hitting the outside of the apron (by accident) was the only thing that hurt more than running the ropes (and I took my first flat back like a sack of bricks).

I know Cornette talks about ropes often on the Drive Thru. Said of all the out to the floor bumps he got hurt everytime in WWF because of the ropes. He says the worst offenders are when people use steel cables wrapped with a sheath like a garden hose. If you neglect to tape them down properly the sheath can roll around the cable, making it very dangerous. I've heard the claim of WWF ropes being the worst from many shoots, and rarely the opposite. Who knows though, everyone could just be working.
