How would you do it?
You get to steal one person(or tag team) from WWE. You get to steal one person(or tag team) from NJPW. You get to steal one person(or tag team) from Impact Wrestling. You get to steal one person(or tag team) from Ring of Honor. You get one indie/free agent talent(or tag team).
For me it would be: From WWE - Big Show (He got himself in the best shape of his life and WWE refuses to properly use him. I think going to AEW would give them another mainstream name and he's great for younger guys to work with and help get over. Him/Archer would be great for me.)
From NJPW - TAKA Michinoku (A name some fans might remember from WWE. He's a veteran, again, someone that can help with the under-developed talent. He obviously doesn't have to win much so it gives you a recognizable name that can lose. Sort of a recognizable jobber kinda role, so your original talent doesn't have to keep losing over and over.) From Impact - Tessa Blanchard (I mean, she would help their women's division immensely and she seemingly can get good matches out of anybody.)
From ROH -Session Moth Martina (Someone else to flesh out the women's division. She's got a hard gimmick which I like. I think the crowd would get behind her too. Even have her do some segments with Hangman over their love of drinking.)
From the indies - Nicole Savoy (Again, just someone to beef up the women's roster. Great in the ring and I know can put on great matches for the division!)

With Katie Forbes and doing that gimmick? Would you use Stu as a wrestler or manager/commentator?

As for Stu, i would like him to wrestle, but i'd be fine with a manager role. If both can get into decent enough shape to put in a good match, I would love RVD/Lynn versus Young Bucks.

Okada would be a bigger get with all the prestige he would bring from all his title reigns and accomplishments and being one of the best in the world in recent years (not that Ibushi isn’t). But Ibushi is sneakily one of my favorites across all promotions, and as you eluded to he would easily fit into a current storyline.

I'm limiting my answers to folks who either are realistic or could be in the relative future. So no Marty, Okada, etc.
You get to steal one person(or tag team) from WWE - The Revival You get to steal one person(or tag team) from NJPW - Roppongi 3K You get to steal one person(or tag team) from Impact Wrestling - Tessa Blanchard You get to steal one person(or tag team) from Ring of Honor - Joe Hendry You get one indie/free agent talent(or tag team) - Millie McKenzie. If she is still interested in staying on the indies, Laura DiMatteo
I could see Hendry getting over huge with AEW's crowd. The tag division is clearly a focus and treated on par with singles wrestling, so adding some additional depth there can't hurt. And they really need some capable in ring workers in the women's division. And of the 3 I named are good, young, and have the potential to be stars with some additional seasoning. In Tessa's case, I'd argue she's already there.

I like this idea. STC I'm definitely going your route of taking the realistic options. Also avoiding listing people I think may have already unofficially confirmed (I.e. The Revival, Archer, Lee, Hardy). This was insanely hard to decide.
WWE - Ilja Dragunov NJPW - Taiji Ishimori. I was going to say Jay White originally, but it feels wrong picking a Gaijin. Picking from this company made me sad there can't be some relationship. Would love for excursions to take place in AEW, having Shooter follow Mox here to complete his excursion would have been awesome! Impact -- The North -- I would pick Tessa, but so many others have already, and the North are so damn good. RoH - Session Indies - Tenille Dashwood or Miranda Alize. Whichever they could convince.
