See this one did work, go back and watch he was getting huge pops. All it was, was Vince not understanding why a pirate was a face being goofy.

Tensai would have worked with a wrestler, moreso a foreign one, with actual talent. Albert has no talent, he is a bathroom break. Anything he did pre Tensai was just awful in WWF. He is one of those loyal employees who will do anything for the company so he keeps getting repackaged and brought back. I was somewhat looking forward to seeing what he could do as Tensai given how much was spoken good about him in Japan but once he started in the ring I changed the channel. No way was I wasting anymore time on this guy.
As for Public Enemy, I think they were a cool gimmick for the time and the times were changing in the 1990s. I think if they had been played by a younger more athletic team it would have been much better. Also if they came in with an attitude we really have no one else's word but Simmons and Bradshaw. Public Enemy are sadly dead and the other two are guys who would brutalize someone just because "this business" so I'm not sure I would take their word over anyone's. Besides Public Enemy were about as over as Simmons and Bradshaw in 1999, maybe even more. No one cared about the Acolytes in their first few months. It wasn't until the APA came about that they got over.

Salvatore Sincere had a decent worker doing the gimmick. It was the Italian version of Razor Ramon. I was a huge fan of Salvatore as a kid. Pairing him with Jim Cornette, I thought we would see big things but I think it only lasted a few times, if not only once, and actually Jim was on his last legs as a manager with WWF and really managers in generally were being phased out. I think Paul Bearer was so unique he didn't qualify as just a manager. I don't recall Salvatore doing anything until the Marc Mero Raw a year later and again, I thought we would see big things but they wouldn't come about. I know Tom is an enhancement guy and I got to spend a little time with him at a few indy shows and he's got the personality to win over a crowd with the right gimmick but as a fan I thought it sucked WWF would give him something and just as quickly take it away. Tom Brandi had a great look for a wrestler and I would love to have a Salvatore Sincere figure, but that was a comedy jobber gimmick that littered the WWF in summer 1996. Not sure how that wouldve worked.

Take some solid mid-card workers like Ricky Morton, Terry Taylor, and Tommy Rich and repurposed them with serious names and serious suits. Poor-man's 4 Horsemen sure, but still solid mid card heel faction. The concept was great for the early 90s - leveraging the computer for information on their opponents weaknesses, remember the World Wide Web didn't really take off yet then either, so it was cutting edge gimmick.
I think it didn't work overall because they didn't have any muscle, star power, or young prospects in the group, just washed up vets. If a Lex Luger had joined them it might have boosted their credibility some. Lawrence Luger!

They could have really fixed up the mask and had him be a monster heel like Vader. The problem was he fell flat on his face.

I know the York Foundation didn't last too long though a lot of the sillier WCW gimmicks didn't have a long life during the time either. I think it was probably hard for Ricky and Tommy do a heel gimmick like that. Both guys are lovable, fan friendly guys who are used to playing a babyface role so it would probably be harder for them despite their talent to do the gimmick long term.
Looking back the Survivor Series 1996 pre show tag match (which really reminds me of the 1991 series low card match with Mustafa's team) I would have thought Salvatore would be the breakout star from that match. You had Road Dogg, Billy Gunn, Bob Holly, Sultan, Bradshaw all go on to big things during the attitude era and that was pretty shocking to me in the late 90s, early 2000s.

Regal was so good at the character too in those vignettes. I actually think had he not been such a mess it would have worked. His theme during this gimmicks run was GOLD
That entrance theme was entertaining.
