How do WWE Legends deals work? Are Legends allowed to work Indy dates as long as WWE isn’t using them on televisions? Or are they completely off limits?

Legends deals are basically merchandising contracts. The workers get a 10k advance and a set percentage of WWE's cut of various merch (trading cards, video games, tshirts, figures, etc, with different percentages for each). There is also a fee for appearances (autograph signings, WM Axxess, etc) that is $500 I believe.
It doesn't prevent them from doing outside appearances, or from appearing on tv. That's why Jake Roberts is working for AEW while being under a Legends deal. Terms for top names (Bret Hart, Austin, Hogan, etc) are probably significantly different, but contracts for the lower tier guys are pretty much cookie cutter.
Many WWE contracts for main roster workers and legends are available in the public record via shareholder filings, lawsuits, etc. They make for a pretty interesting read if anybody ever finds themselves looking for something to do. After reading through the terms, I can totally see why some wrestlers have no interest in signing a legends contract.

Rajah reports that WWE is trying to keep their legends contracts with around twelve appearances a year. If they are booked for more than twelve gigs then it is said that the company compensates them accordingly. It is also said that these contracts are usually two-year deals which can be renewed by the company. However, they are required to put the renewal request in writing at least three months prior to the current contract’s expiration date. On another note, WWE Legends contracts also include a no-compete clause. This means that a legend can’t work for another televised or competing company for at least 90 days after their contract ends with WWE.
So it looks like Jakes deal ended without him re-signing. I also thought I read somewhere, I can't seem to find it but I'm not REALLY looking too hard, that the legends get something like $5000 to sign and then their whatever pay for whatever they do stuff.

If Jake Roberts isn't signed to a Legends deal, how is WWE able to release a new figure for him this year? i could be wrong with how this situation would work considering i have zero experience in contract law...but maybe they had some deal where they paid him upfront for certain merch that could be made/sold up to a certain point in time after the contract is over.

Ha, reminds me of an interview he did maybe 12 years ago (around the time his Impact fig was coming out, maybe?). Interview: "Will you buy your own action figure?" Steiner, with a pained look on his face: "Come on, man... I'm a grown-ass man!"
