There is 2 from off the top of my head I thought would make it.
Cody Rhodes is at the very top of my list I thought he was going to be champion, he was talented in ring and did well on the mic, I thought it was his time in 2011 to 2012.
Wade Barrett is a very close second I thought he would do it back in 2010 but they decided not to they had multiple other chances that they didn't take advantage of.

Like John Cena I thought Cesaro would be a world champion. He still could I guess but should have by now.
I know he started in like 2007, but after Zack Ryder started getting popular in 2011 I thought maybe he’d be a future world champion.
I wasn’t a big fan of his then, but I thought Ryback would be a world champion after they gave him the Goldberg push in 2012.

Ryback should have been moved to Smackdown after Wrestlemania 29 and given the WH Championship.
They could have handled Damien Sandow way better around his MITB win. Completely wasted his cash-in and became an afterthought soon after. If they had held off, kept having him target Cena's arm following HIAC, then cash in after the Cena/Del Rio match at Survivor Series, Cena would have been extremely vulnerable. Plays right into the intellect gimmick. Even if Sandow used MITB to make that a Triple Threat, it would have better protected him for future success.
No reason CODY or John Morrison shouldn't have been built up for a short run, at least.

Damien Sandow is another guy who grabbed the brass ring and it was taken away because he wasn’t supposed to. I hope AEW never becomes that type company.

Ryback was that one guy who could have been WWE champion since he was so over with the fans. The squash matches with local jobbers though, they were great

Rusev - Had a unique look, charisma, and could go in the ring. Had everything to be a world champ (still could in another company but the WWE ship has sailed)
Barrett - Guy seemed to get over with the fans with whatever he did. Injuries played a big part in his downfall but the guy had everything to be a world champ.
Ryback - Can’t deny he was super over in 2013. If not for Vince wanting Rock/Cena 2 so bad Punk likely would have dropped the title to him.
Cesaro - The only thing holding him back was his lack of mic skills but he has everything else you’d want in a top guy. Like Chris Benoit he got over due to his amazing in-ring skills and is still over because of it.

Wade Barrett It's a crime that he was never World Champ, not even once. From the moment i saw him on episode 1 of NXT, paired with Jericho, i thought he'd be a World Champ within the next year or so. - Late 2010 was a good opportunity. - Late 2011 was a good opportunity. - Mid 2013 was a good opportunity (Should have won MITB then cashed in on Cena like Sandow). - Mid 2014 was a good opportunity. - Mid 2015 was a good opportunity (After winning KOTR). At so many points he could have been a believable & good World Champ. Hopefully one day he does come back & gets a chance to win it.
Cesaro Like Barrett, it's a crime that he hasn't won a World Title (yet). 2014 SHOULD have been his year, but his push was overshadowed by Brock beating the streak... Mid 2015 should have been a platform to shoot him up to the World Title, when he had those incredible matches with Cena. When he returned in 2016, he was one of the most over guys in the company, and would have been a great face Champ. Hopefully he does get the opportunity one day. He's still one of the best wrestlers in the world, will still be over if/when he turns face again, and his promos are 100x better than what they were years ago.
Luke Harper All bias aside, 2017 should have been the year he won the WWE Title. He was a key part of the Wyatt Family 3.0 storyline, and it was a stupid decision to just leave him out of the WM program. He was getting over in early 2017, and it seemed like he'd be in the WWE Title match with Wyatt & Orton, but no. Obviously what resulted from this was the awful match between Wyatt & Orton at WM, not saying Harper should have won the match, but his inclusion would have made it much better, and made more storyline sense. Hell, they could have given him the Andre Battle Royal win, but instead they gave it to Mojo... You can even hear the chorus of boo's when Harper was eliminated. Regardless, at the time i figured they just didn't want him in the WM program, and that they'd include him in the Title picture afterwards. A feud between him & Orton for the Title would have been great, and made sense, with Harper even winning it at Backlash or Battlegrounds... But no, instead he was put in a 1 PPV match feud with Rowan, then forgotten about until the Bludgeon gimmick in October. Meanwhile, Jinder Mahal wins the WWE Title. Now i hope that he can win the AEW World Title at least once.
Those are my main three, some others i thought would have been Champ at least once were: - Cody Rhodes: Mid-Late 2013 - Rybotch: 2012/2013 (Thank God he didn't win it, i was rooting against him in every match he was in, even with Cena who i was sick of at the time) - Damien Sandow: Late 2013 - Kassius Ohno: NXT 2017

I always liked Sandow, but I dunno I wasn’t as high on him as a future champ as others. Cody should’ve won that MITB. I was at that show and the crowd was very much behind him that night wanting him to win.
