Wrong Paul, I think you meant Bearer Bearer was sheer brilliance from the name to the voice to the character and his appearance and how he was so integrated and woven into the character/s he supported and helped.

Replace ym with en in the last name and drop the Paul then you have the greatest manager of all time. I’d almost say that MVP is the best manager today, but he’s technically not a manager. I would say overall that Heyman is probably the best in the modern era. I might put him in the top 10 based on his ability to evolve from Paul E Dangerously to the Agent, to the Advocate, but he hasn’t really done anything great in the past 5 years. In fact, his act is very stale now. The only thing that he’s done for Reigns really is the initial imagery that cemented the heel turn. The rest has been pretty much all Reigns.
Just for the hell of it, top 10 in my opinion: Bobby Heenan Jim Cornette Gary Hart Jimmy Hart Grand Wizard Captain Lou Albano Paul Bearer/Percy Pringle Sensational Sherri Freddie Ayatollah Blassie Paul Heyman

He’s up there. Most people consider Brain
In no order my tops would be Brain, Heyman, Corny and Brother Paul

What's the criteria?
Helped their wrestler win? Promoted an agenda? Got heat?
Heyman, Cornette, and Heenan are up there at the top.
Liz? Gime me a break. She stood there and looked pretty. A glorified valet. Paul Bearer? Give me a break. Cartoon garbage.

No, far from it.

No, but I may get a lot of disagreements in my opinion that he is one of if not the best commentator ever.

Heyman is a great personality, but his gimmick is one dimensional. It's always:
1) Play up opponent 2) Play up match 3) Promise victory 4) Get victory, or 5) Fail to win, and never mention how that loss impacted you.
All he is is a hype man. He adds nothing to anyone's character. A heel manager should make it so that you want to see him or her get what's coming to them along with their client losing. Heyman does not act like that. Can you think of any feud since the close of ECW where you hoped Heyman would get attacked? Only managers you don't want to see hurt are face managers, and his smug, hype man gimmick would never work for a face.
When I think of best managers, I think Heenan, Hart and even Sherri. I mean Hart managed a guy who has as long as title reigns as Brock, but who actually defended them once a month. So even from a storyline perspective, Hart had a better record.
I'd put Teddy Long managing Jumpin Joey Maggs and Sgt. Craig Pitbull Pitman ahead of Heyman.
Edit: When I think about how managers are used in wrestling, I always remember there being an agenda. Whether it's pushing someone to the top, ending Hulkamania, riding Hulkamania, or wanting to take over a company, managers have a goal. I have never been able to figure out Paul Heyman's goal. Roman, Brock, Punk, DA, they either were already at the top and striving to say there or just existing.
Heyman is a mouthpiece. Nothing more. He isn't there to instigate feuds. He isn't there to take over. He just talks when his client can't.

I thought they were part persona, part hypeman, part wrestler, part behind the scenes admin or booker or something like that.

I'd go with Vince himself.

My only question is for The Grand Wizard. Clearly a big part of history and a groundbreaker, but going back to watch him today I was thoroughly underwhelmed. Seemed more like an actor than a manager.

I'd go with Vince himself. That's a great point. He's a great heel, he's the boss. Everyone hates their boss and wants to stunner them!
