Well, most of the major wrestling cities were already guessed, so I'll go with Philly. You sir are correct! Simmons no showed the Philly show(Which he was fined for) and with that they did the title change at the next show in Baltimore. Now that we know the answer, I remember reading that somewhere long ago

According to Terry he hated NY traffic so that helped on his decision to pass.

Not to derail the thread but why would Ron Simmons no show if he was scheduled to get the belt? Or wasn't he informed? Also why put the belt on him the next day if he no shows the first show? Seems strange for Watts to reward a guy for no showing and also, I bet 2000s WWE Ron Simmons would have beat the crap out of a guy if the guy no showed an event to get a title.
