Mattel has become lazy as f...
They are not lazy, they have just become complacent which is what happens when one company has a product license for as long as Mattel has had it (same thing likely happened with Jakks who had the WWE license for longer than Mattel has had it). They are putting minimal effort into making these figures now because of all the cost cutting measures that this line has gone through the last few years and because they don't really need to put in a lot of effort. Mattel has no real competition (they are the only ones that have the license to make WWE figures) and the figures are selling like crazy thus no incentive to do more or in the case of the subject of this thread to use better parts and make the figure look great as opposed to just okay.
It would be nice to know the logic behind why they use the parts they use with certain figures- they have several different suit molds yet for some reason decided to use the sleeveless jacket they used with Virgil that has huge arm holes on the side thus causing them to paint the sides of the torso so the holes aren't as noticeable (only they are and it ruins the figure IMO).

I disagree. It's clear from Steve's post on here and IG videos that he LOVES his job; so that's one person. I can't speak to the designers -- but I don't think it's fair to say they're all complacent.
But I do agree with some of these issues -- and hope they're dive in with even more passion to get things right. It's a figure -- so it's not an exact science, there ARE going to be hits and misses no matter what. Same with AEW and every company. They're just putting out too much content.
In the Hasbro/LJN days, it much easier to do better quality control on figure development

My comments were alluding to the design Team who make decisions on what a figure looks like, Steve is involved with marketing not design. He has been a great addition to the team IMO and has had a very positive influence on this line. I think a lot of the releases we have seen (legends wise) the past year or so have been his doing and likely would not have happened without him. Complacency happens, people get set in their ways after doing the same job for a long period of time. The basic design of elites have not changed since the line began, they are only now (11 years later) adding double jointed elbows, likely due to the launch Jazzwares AEW line who are producing better figures at the same price point as Mattel's WWE Elites. It also took them forever to introduce interchangeable hands and heads which many collectors had been wanting for a long time and are standard practice on other collectible lines.
I agree and I think this is another major reason (aside from cost cutting measures) as to why part selection is not being given the attention it should. They are producing too much and when designing a figure they just go with what is easiest & cheapest instead of what parts would be the most appropriate to use so the figure is accurate design and scale wise.

I've been lurking on this site for a while and decided to chime in here after seeing this thread earlier in the week. The figure I received today is the exact same height as the prior release. You need to have the same headsculpt on to be comparing apples to apples as the laughing portrait is much larger than the older neutral one.
While both bucks are arguably undersized for Dibiase, he certainly didn't lose an inch or anything and at least the tux gives the appearance of a fuller torso.
Why his hair color is now even redder with far less definition in terms of shading/highlights (at least on my example) continues to be another matter...

The less expressive smirking headsculpt is smaller overall. If you have the current legends release and compare the two that are included even while both are unattached, the laughing head is noticeably bigger and likely sits differently on the body to boot.
So in short: I've you're comparing two figures and one has a smaller head, the figure as a whole is going to be shorter. Dibiase has a giant fat head which is partly what made him look like a bigger dude so the laughing portrait is more accurate in my opinion. Stature-wise I agree he's still somewhat too small but he hasn't shrunk at all since the HOF figure came out which is what I was expecting based on this thread before I got him in hand.

Totally. Have a lot of things being unpacked and in a general state of disarray, but "close enough" is probably the best way to put it. Maybe 6'1 in the figure form interpretation of that but hard to say and will vary depending on placement with other guys. I think to get the most out of it you should use the bigger head and get the legs close together via heat, holding in there until it stabilizes.
In my mind I do picture Dibiase around 6'3 regardless of the changes WWE has made over time for legends' physical stats. If he was much shorter than that I don't think he would have been able to become a top heel at the time given his physique. In order to hang with the muscle heads, if you weren't jacked back then you had to be a bit on the taller side which would lend itself to a more natural large frame and to me that's what he projected in the ring.

That last picture seems pretty accurate to me -- so I'm puzzled by all the complaints about the height.

Lol someone never collected Jakks.... I have many! I don’t see Jakks making WWE toys these days do you? Nope, I sure don't. And there is no denying that Mattel is light years ahead of what Jakks ever put out. Every once in a while though, they would really nail it out of nowhere. Many people even prefer their scans from years ago over the ones today. My point was just that those of us that enjoyed the Jakks days never got a chance to argue about scale, because every fig was literally the same size. Rey stood right up next to Andre and stared him right in the eyes. So with the incredible detail that Mattel gives us now, it is silly for people to get as upset as they do over tiny scale issues. Do they always get it right? No. Are they usually pretty damn close? Yes.
