There was no through-story for Bryan this year. He hasn't been trying to overcome the authority for months. In the build-up, his whole focus was "I've never won the Royal Rumble before" - NOT "I need to go to WrestleMania and be the Universal Champion."
Edge's story was about coming back from injury and claiming a world title, ten years after he was forced to retire as champion.
Who were the other choices for the Rumble, really? Big E - I mean, I wish, but they hadn't put the big momentum behind him in time. Riddle, similar. Nakamura, who won a Rumble before and didn't step up his game. Cesaro, with his promos about Kmart shoes and the ring having four ropes. Styles, Lashley, Braun, Orton and Rollins, who are heels so wouldn't work on the SmackDown side as a WrestleMania main event challenger.
Honestly, I think the most viable winner outside of Bryan and Edge would've been Keith Lee, and he wasn't able to make the show in the end anyway.
