I ordered Shida. The rest just do nothing for me. Honestly a disappointing set overall. Hope Series 7 is better.

And still is. Either they upped production a lot -- or demand is finally starting to slow down with all the re-paints, and Hager and Shida being the only new figures.
Maybe a combination of both?

They had to have upped it, otherwise one or both of the figures you mentioned would be at least a Preorder 2 |

I can’t imagine the demand for Jericho or MJF is that great after all the chances to order their previous figures just from RSC alone let alone other places, and the Lucha Bros are also repaints. And Hager is only desired time complete the Inner Circle lets be honest here.
But I am surprised Shida isn’t on at least pre order 2. They must have really bumped up production

With Amazon and GameStop, along with Target and Wally World carrying the figs now, plus online stores, production had to have been bumped up a lot. Essentially what JP said was going to happen this time during the line.
