Also, I'm going to be dead-honest right now...
When I go out to eat--and I live in Chicago, and there are a lot of different spots to hit--the people who generally make the most noise are adults. Business people talking shop, people who have already had a couple of drinks before we arrived to eat, etc. I rarely find kids making noise in restaurants, although I don't eat out very often anymore. Where I will hear kids are places like ice cream shops (Baskin Robbins, Dairy Queen, Cold Stone, etc.) and I generally take my stuff and leave when it comes to those spots.
I really notice groups of adults (4+ usually) making the most noise in public.
What I will say is annoying is when you go to a sporting event, and you're sitting behind a group that's clearly there from work. They talk shop the entire game and it's just maddening. I can't count the amount of times I've been at Wrigley Field (or even Comiskey/Us Cellular) and sat behind a big work group that just talks about their job the entire game. That is 100x more annoying to me than kids being noisy.
Also highly annoying to me at sporting events, which is complete contrast to this post... When I talk about the game with the people next to me or people I came with, and the people in front of me tell me to be quiet... and this is at a HOCKEY game. It's like...excuse me? We're in a stadium with roaring fans and PA and video systems everywhere making noise, and you're telling ME to be quiet? The fack is that about...step off, lady. Only time I've ever gotten really pissed off with someone at a sporting even...told her to put some goddamn earplugs in if she didn't want to hear me. Old hag. If I can't discuss the game while it goes on... I mean, seriously--what does she expect it to be, a library? C'mon... that junk pissed me off a LOT.
