Trying to figure out how many Savage head sculpts/scans there are. By my count there are:
1.) The "sad" face used on his debut Defining Moments figure (purple/white), Legends 5, Hall of Fame, RSC Macho King exclusive, Ultimate Maniacs, RetroFest, Elite 38,
2.) Serious face used in Elite 23 - I don't think it was used again, though it does look similar to #6 below, maybe with updated hair and True FX?
3.) The teeth-showing faced used in the RSC black/white nWo exclusive figure, RR elite, Basic 93.
4.) Late WCW head used for Then/Now/Forever figure
5.) The "crazy grin" face used in RSC Wolfpac figure, Defining Moments (with robe), Ultimate Edition (primary head), Slim Jim, Basic 76, etc.
6.) Serious face used in WM Moments figure, Ultimate Edition (secondary head)

I believe so for basic/elite. There’s also the retro and MOTU sculpts.

Is the one that came in the all-stars two pack different from any of these?

As far as I remember yes that's all of them. Sadly when you look past the bandanna, glasses and beard, a lot of the Savage heads have a mediocre or even poor facial likeness to the man in my opinion. For me, number 5 on your list (the newest smiling head, most recently seen on Ultimate Edition) is the best likeness Mattel have done for him. It's pretty good.

I agree 5 is the best, but I like 6 too. They both make 1 look pretty rough, especially without sunglasses. Also, since Jakks never got Macho rights, it’s hard to compare these to anything. My main complaint is how much hair Mattel has given him on every figure. He was practically bald on top by late 80s/early 90s.

Also I’m not certain, but Mattel may have used different hair pieces with the same face/head sculpts over time.

I think the TNF looks the most like him, obviously it wouldn’t work for a younger Randy though

That's the 99 one right? I think that one is really good, too. Just different time periods.

Elite 23 and TNF are by FAR the best likenesses to Randy for me. The others look cartoony and more in line with his Hasbro figures
