2001.
Stacked to the hilt with major top tier wrestlers like Steve Austin, Rock, Triple H, Undertaker and more.
Upper mid card was bloating with talent like RVD, Kane, Kurt Angle, Big Show, Jericho, Booker T.
Lower mid-card had solid characters like Tazz, Godfather, K-Kwik, Gangrel, DDP, Boss Man, Hurricane.
Tag teams like Edge/Christian, Hardy Boyz, Dudley Boys, APA, Too Cool, T&A, Billy & Chuck.
Divas like Trish, Jazz, Jacqueline, Stacey Keibler, Torrie Wilson, Molly, Chyna.
And you still had all the on-screen entertainment that were floating around like all the McMahons, Mick Foley, Heyman, Coach, Flair, etc.

Also, as stated about WMX7, if you consider the Battle Royale as part of that year, you would also get a fair share of legends in there as well. Of course, you'd probably want to cheat a bit and get flashback figures of them, but then that would really be more in the spirit of the battle royale anyway. On top of that, it would be one of the only years you could collect that would give you a chance at a variation of the Gooker!
Edited To Add: I counted it up and, if you consider the SNH episode as part of the PPV, there are at least 74 figure-able characters you could make from X-Seven alone including the entire McMahon family, all of Team Xtreme the Dudleyz and Team RECK, the entire RTC, all four Radicalz, all of X-Factor, Undertaker, Kane, Stone Cold, Triple H, The Rock, and all the legends from the gimmick battle royale.
And, if you want to consider cameos as part of the show, everyone in that WCW Box could be included as well, which would give you Stacy Keibler, Shawn Staziak, and a fair number of other WCW guys.
That's in one PPV alone from 2001.
I know that it's generally considered the greatest PPV ever, but goodness I never realized just how many people were on that show.
