Is the Rock Top Picks based on the Walmart exclusive figure from a few years ago? The head scan seems similar.

I'd love an Eric Bischoff figure... preferably a WCW version in jeans and leather jacket. Seeing him on WWE TV again last week gives me hope(!).

If anything it may be a repaint but Idk what you mean by “based on” I thought the Top Picks were essentially a rerelease of an older figure but refreshed (e.g., different soft goods, etc.) in some cases but my understanding may be incorrect. |

They’re typically either straight re-releases or repaints. The new Rey is a new attire. Taker is just a straight re-release of E85. Rock is a repaint. The set prior, Reigns was a straight re-release of E88 minus the UV belt, Hardy was either new or the WWE Shop 2 pack with current head, and Goldberg was a straight re-release as well of his WM elite. |
