We can add the Imperium stable to the missed opportunities I think. Barthel, Aichner and Wolfe will most likely not have a figure.
Gunther and Kaiser seem to have better chances though.

They seemed to have really dropped the ball with Firefly Funhouse Bray. He got, what, 3 figures? Muscleman seemed like a no brainer. nWo Bray also woulda been a cool figure to make.

Literally anyone they've had under contract that hasn't had an ECW figure.

So toyetic. And a fun character. Fanny pack headband poses and tats. Would have made sense to come with huskus too. In scale fun house puppets. They weren't all the same size and were never shown on hands. I wanted them released in scale with bray.

Muscleman Bray is a huge gap in the collection I have no idea why they never made him unless he was planned and got canceled. As much as I appreciate the RSC Exclusive Funhouse figure, I agree that the puppets not being in scale is annoying. I don't see how they could have done it though without releasing them by themselves as an accessory pack (which may or may not have sold well.) Also, the hand holes are so pointless because the entire point of them was that they were their own characters, NOT PUPPETS.
In a perfect world we would have gotten the puppets, in scale, without the "hand holes", all together in their own pack. They then wouldn't have had to put any of them with the Elite figures because you could just buy the puppet pack. Or, if they did want to use the puppets as incentives, do one special like a destroyed Ramblin' Rabbit figure. That would have been awesome.

Surfer Sting without Gary Busey’s face, Ray Mysterio legs, lace up boots. Also, would have been nice had they add a neck.

ECW and/or an AE Dudleys was such a bizarre omission. We got two moderns instead...why not do the Elites as flashbacks and keep the Basics as modern? They did a great job on that Basic 2-pack, at least. Easily one of the best values you can get for 2 figures. Unfortunately they did not have the rights to both Dudleys for very long; all the more reason to get a tye dye one in there! They wore for a short period in WWF, too.
I would say RVD but they thankfully rectified that. We already have 2 FBs now (one coming soon in RA).
WCW Jericho, which sounds like it was being developed but then AEW happened.
I feel like before the Snuka thing got out of control they could've slotted barefoot Snuka in tights somewhere in the line. Unfortunately, Legends failed and they scrambled to start including them in Elites, and enough time had passed to where his story starting gaining traction as they were finding new ways to get legacy performers out. I don't blame them or anything, what he did sucks, I just feel like we just missed possibly the last chance to get that definitive Snuka.
Kona Crush would've been perfect in the Legends line.
DDP in jeans as a proper Elite. The Basic was better than nothing, but they've had the guy signed for a full decade now. Seems like this *might* be next, at least.
Kane-era Paul Bearer. Maybe do his accessory as the clean-shaved burnt face Paul w/ orange hair? He was quite big during this time, so they'd have to accommodate that. Bearer's figures are too skinny as it is.
Elite Mankind in brown tights from when he switched his look around. Infamously seen at the KotR HitC match. This one isn't personally on my list, but it's so iconic I'm shocked it is only a Basic.
Bret Hart's more common black top, pink singlet look from the latter part of his career. They've done close ones, like the WCW one with salmon shade of pink, and he wore similar attires in the mid-90s as seen in the WM30 Elite and UE, but I'm talking about the finalized look he had with HITMAN down the sides, standard pink shade, big logo in the center, proper outlines, etc. Maybe it's just because I started watching in '97, but from that point on Bret always had a standardized look that I feel hasn't been made yet. The DM could use an UE upgrade, too. Speaking of late-era Bret Hart...
'97 HF Jim Neidhart. Where is this thing?
Peak Hardyz is one of the more frustrating omissions. They had them signed for years. I am less upset since they made my favorite look of theirs, the early Brood-era style with gothy red shirts, but the all black or sheer look with black pants was EASILY what they were known for. They made a similar Jeff with Triple H, at least. Could've used a Lita w/ Hardyz trio top, too.
ECW Rhino. After that giant shouldered modern version, I was hoping they'd give us the ECW Rhino or at least early AE version.
Crow Sting with the singlet and longer hair was done as a Basic, and they did the general attire with the HOF Sting, but that was based on his WWE run. I was baffled by this...isn't that kind of Sting's main look for awhile? Don't get me wrong, the DM Sting was beautiful and it depicted my personal favorite Sting look, so I'm happy, but I'm shocked they never did this.
Flashback Mickie James from the Trish match. They had her signed for awhile, we only really got the NXT match look (other than her original Basic from 2010). Kinda crazy they never did a WWE return look other than that, let alone a FB.
More AE Kurt Angle. That green-haired ripped-to-the-gills Entrance Great with 2 detail-free (I know Olympics copyright, you can still get creative) medals was awful. The $10 basic in red attire was better. We got the Team Angle one, which they did a good job on, but that body, man...why? Then the Milk-o-Mania one in street clothes, which was cool as a specialty figure. Then modern ones. But I feel like we were missing many Angles. He was rumored to be the next figure in the AE line on Amazon, but that never came to fruition. I'd be interested in something from 2000-ish, and then I know people really want that WWECW look, which I get since the primary attire was awesome.
A re-done Curt Hennig/Mr. Perfect in light blue. I have the L3 figure, and it's fine (and doesn't have the flesh torso painted, so that's a plus), but I'm really shocked we don't have a modernized version of this. He first figure was just...long feeling. I know they can do better. Maybe include a ponytail head and nWo shirt? Only problem is "Mr. P" on the boots for the nWo figure. Or maybe do a neon green variant and have that be "Mr. P" and leave it off the blue one?
Green Razor. Thought for sure we'd get this by now once they started doing color variants several years back.
