Studd & Bundy - really wish wwf gave them belts for a bit. they coulda beat bulldogs, dreamteam, sheikvolkoff, or america express for them. i know they didnt need em but woulda been cool for me. beating bulldogs, then bulldogs winning em back woulda been so awesome
Power & Glory - Was such a good team, but got overshadowed by nasty boys & LOD arriving
Powers of Pain - they were so over and trading belts with demo woulda been perfect for them
Mega-Maniacs - would rather they won belts at wm9, instead of hulk running in on main event
Rougeau Bros - esp during their heel trun. such a great team and funny as well
honorable mentions: rockers (decent run w/em), killer bees, allied powers, ultimate maniacs, twin towers

For me:
Rockers - could have had a small run in 1991. Power & Glory - would have preferred them getting the titles over Nasty Boys. Ultimate Maniacs - a small run would have been good in late 1992/early 1993. Mega Maniacs - I agree with the OP, the should have won the belts at WM9 instead of Hogan getting the WWF Title. Allied Powers - would have been good in 1995, trading the belts with Yoko & Owen.

In no particular order...
1. The Killer Bees - it's crazy to think that they never got one title reign. I actually thought they should have been the ones to end the Hart Foundation's reign. I remember when Tito and Rick won I was like, "wait... they are a tag team?!"
2. Razor Ramon & 123 Kid - I feel that they should have had at least one WWF Tag Title reign somewhere in between 1994 - 1995. For the amount of times they tagged together it seemed like a natural fit for them to have one reign at least!
3. Mega-Maniacs - Again, if Vince would have kept the WWF Title on Bret, or even had Yoko keep it after Mania, and had Hogan and Beefcake win the Tag Titles, you could run two house shows nightly with Hogan/Beefcake vs Money Inc. on top on one, and Hart vs. Yoko on the other.
4. Allied Powers - I really legit thought they would be the ones to defeat Yoko and Owen for the Tag Titles in 1995. But that wasn't the case.
5. The Bushwhackers - why not, right?? They did so much for the WWF that even a short title reign would have been okay. They wrestled with the WWF from 1989 - 1996, so a short title reign could have happened just to acknowledge them and the fans at that time would have liked it too.

Faces of Fear having a reign in WCW wouldve been great I would have liked to see Barbarian and meng in NWO as bodyguard types. It would have worked. Have someone try to get to Hogan and boom here comes Barbarian and Meng to beat em down

I would have loved that! The match they had on Action Zone on Halloween weekend of 1994 was so good, that I am sure another match between those two teams would have been amazing!

The Beverly Brothers. Completely underused by Vince & co. Could have been great cowardly heel tag champs & opponents for the Steiner's.
The Powers Of Pain. I always felt their turn should have happened on PPV in a title scenario. RR89 would have been good with Demo regaining them at WM5
The Rockers. Could have beaten the Hart Foundation at RR91 and then dropped them to the Nastys at WM7. I would have had LOD beat the Hart Foundation at WM7 in a #1 contenders match.
The Allied Powers. This team were OVER...seriously over at that. They should have been the ones to dethrone Yoko & Owen.
Mega Maniacs. I would have had Hogan & Beefer go over at WM9. Very deflating that they didn't after the build and the heinous actions of Money Inc on the run in. Money Inc regaining them on Raw could have been good for the show too in fairness
lots of the names mentioned here just had zero time or opportunity to win them.

The Allied Powers would've been great in 1995, but God forbid the Kliq didn't have every single belt in the company back then.
I'm going to go with The Rockers though as their "reign" is not acknowledged for understandable reasons and they are unquestionably the most influential tag team to never hold the belts.
