I just want Hogan so I wish it was separate but Iβll get it anyway

I think at some level, they make Hogan an exclusive so often so they can do a superb job on it and have it at a higher price point. They know people who really want Hogan's are those who want them with great scans, special attires, unique headscans on basically every release. Then they want the accessories, sometimes special packaging. So by the time you make Hogan collectors really happy, they need to be in that $30-$35 (or more) price range.

Hogan is an older star as well, so I would say heβs more sought after by the older collectors. Kids who just play with them are probably wanting their favorite wrestlers which are probably usually newer stars within the last 5 years or so. Making Hogan and other older stars exclusives gets them out but also doesnβt take up main line space from a newer star. And like you said it gives Mattel an easier way to make them look better with more/better accessories.
