I’d say Hulk Still Rules Hogan, but there’s no point since Bill will just sharpie a beard onto the Elite 91 and scrape the little Hogan head off of the t shirt with his thumbnail and call it a day.
So I’ll just go with a figure that is slightly more likely to be made than a good post-Wrestlemania 9 Elite Hogan: Muhammad Hassan.
Seriously though, any more later-era Hogans should be Ultimates. I like the idea of a 2-in-1 Hulk Still Rules/Wrestlemania 19. 3 heads, two with the beard and maybe E34 molded bandana head without. Whatcha Gonna Do t shirt, Tye-dye Hulkamania tank top, Hulk Still Rules Bandana for the bearded heads. Undisputed belt.
Still though, make Muhammad Hassan (with turban and robe). As a matter of fact, top 3:

Vince McMahon with crazy evil smile, ideally with an Orange Cassidy style cloth jacket with collared shirt sown in for the two in one wrestler/chairman look
Also make:
Black singlet Angle with wrestling shoes
Test (silver pants and long hair)
Carlito (light blue, attack of the killer tomatoes shirt, US belt)
Snitsky (baby doll, long hair and goatee with bonus bald head with brown teeth)
