What is the logic behind this nonsense?

Wanting to place an order from Vancouver, Canada but don't want to have the order shipped by FedEx as they 100% of the time hit me with brokerage fees.
I've had RSC ship my package once with USPS and they handed the package off to Canada Post upon entry into the country and I saw no additional fees.
I'm trying to place an order now but a USPS shipping option is nowhere to be seen, only FedEx. Does anyone know if RSC still uses USPS?
