Wildman Marc Mero: All the talking heads say it...he was going to be Vinces guy. Man oh man....
Vader: politics & injury wrecked Leon's chances big time. Such a pity....
Dr Death Steve Williams: coming in for a top line feud with Austin after he annihilated some mid careers. Braw For All ended all that.
Taz: Angle whining & Radicalz unexpected arrival wrecked any chance he may have had.

Brian Pillman: when you look at Pillmans contract it's clear Vince intended to push him to the moon. That horrific car smash changed all that though....instead we got a few entertaining segments & nothing more.
Public Enemy: brought in to be a shot in the arm for Vinces tag division & opponents for NAO post WM. Bad backstage attitude led to a vicious onscreen hiding from Simmons & Bradshaw instead.
Scott Steiner: like Taz? Rapturous arrival & all downhill from there. Bad booking(he was limited but not looked after) & injury led to Steiner bring an afterthought not even 3 months later.
NWO: whoa....poor booking, politics, injury & unexpected crowd affection for Hogan derailed this one in a hurry.

Going off just the WWF/E…
Lex Luger: Nobody flew closer to the sun in the WWF to only crash and burn. Luger was still over in 1995 when he headed back to Atlanta, but his credibility was a far cry from where it had been simply two years earlier (I’m of the fans that believe Luger should have won the title at Summer Slam 1993).
Vader: Bad timing. Came in when HBK was running the show and calling the shots behind the scenes. I will say that Vader probably made the jump a year or two too late, but he was still the most credible heel the WWF had in the summer of 1996 and deserved a run with the belt at some point. I agree with someone else who mentioned Bret being around in 1996 to feud with him may have turned things around for him.
DDP: Never has an already-made star come into the WWF and been buried faster than DDP. Fans may point to Sting and loosing to HHH right away, but DDP literally began jobbing to Taker for months just days after debuting to a huge pop. Heck, he even took a loss to Taker’s wife at one point. It was so bade that DDP was out of the main event scene after a few weeks.
Billy Gunn: This is only looking at his singles run. Great tag team competitor; not so much as a singles star. Given a KOTR win during the middle of the hottest period in wrestling history and put in a feud immediately with The Rock. Proceeded to be absolutely destroyed on the mic by Rocky and back to teaming with Jessie James just a few weeks after Summer Slam 1999. Had a few more failed singles runs before and after this, but none are as memorable as his 1999 “crash and burn” singles run.

Tricky one, as I feel it would come down to different factors. Bad booking (mostly), not as popular as hoped, injuries, bad timing.
I guess I'll list mine & what would be the cause.
-Vader: Bad booking & Politics were against him -Raven: I was hoping he would get a decent push when he arrived in the WWF, sadly he was mostly & undercard guy -Ahmed Johnson: Unlike the others, he was the cause of his downfall, he was popular, but soon became arrogant, then injury prone & just fell off. -Lex Luger: Much better Heel than a Face, though like others have said should've been Champion at Summerslam 93
Another list I'd include would be;
-Marc Mero -DDP -Bam Bam Bigelow -"Dr Death" Steve Williams
There's quite a few to list, it's difficult to have it at just one, with the amount of people that flopped in one way or another.
