Do with the loss of Vince, does it seem like things have changes as far as WWE's attitude towards signing Legends, or their Legends deals?
We see Harley Race is back.
Steiner's are coming.
Mick Foley is back in the lines.
Kurt Angle seems to be back.
Hopefully this is good news for other formerly signed or never before signed legends that we may (hopefully) see soon. Unfortunately too late for Sting or Jarrett (at this time) but maybe in the future again?

Not sure how much Vince going and Triple H changes legends deals, but HHH seems to be a good negotiator. His work in getting Bruno Sammartino into the Hall of Fame is proof of that. So hopefully many new legends will be coming

Most of these deals were probably signed before the change happened. Those decisions are happening at levels below the top tier executive, maybe with final review or approval from senior management. It's possible the budget for that department changes, which would allow them to sign more wrestlers or offer more lucrative deals. But that's probably the most direct change that would happen because of the leadership change.

Race, Angle and Foley were all signed previously under Vince so I don't think that indicates that anything changed now that Vince is gone.
Unless something damaging comes out about Angle and Foley, WWE will most likely always want them under a deal. I'm pretty sure not renewing their deals was on Foley and Angle's end and not because of Vince.
It seems like Mattel released Race towards the end of his deal and it expired. Then he was in bad health/passed away so who knows how long they waited to reach out and if his estate was in order/they wanted to sign a deal.
Scott has stated that WWE has tried in the past to get them in the HOF and under a Legends deal, but Scott's lawyer said it wasn't worth the paper that it was written on. HOF happened while Vince was around and like stc13 mentioned, the deal was probably signed or in the works before Vince stepped down.
It's too early to tell, but I think it is going to be business as usual - the usual main eventers/mid carders from Golden Era, New Gen, Attitude, Ruthless Aggression sprinkled in with 5 or so first time in the line every year.

It’s so weird to think about. Like I’m sure there’s a chain of commands in WWE and I don’t think Vince sees a list of names and either says yes or no but I guess it’s possible.

Only potential positive is Laurinaitis being gone as I think he was one of the reasons why Road Warriors weren’t signed as apparently there’s tension with him and whoever is in control of Animal’s estate.

I had the same thought as the OP -- I doubt it's true, but I hope so. Vince made a lot of decisions that were just not good for business (and ESPECIALLY not good for the toy business)

This is great news! I'm just so excited to finally see the Steiner Brothers back in the WWE action figure line.
However, with the change in command at the top, let's see if things are different in the future. There is always hope that other talent will be coming.

Vince was vindictive and held grudges Macho and Warrior have had legends deals for about 12 years now. Vince must have just forgotten to be vindictive and hold grudges with them that entire time. 😂
