Overall counting everything from childhood through modern, the answer is either Shawn Michaels, CM Punk, or RVD. However, my Hasbros, Jakks and OSTFM figures are boxed up at the moment so can’t really easily count them.
Going by my modern collections (Mattel, Jazwares, Funko, Micro Brawlers, Misc small lines) the wrestlers I have 6 or more representations of (counting doubles) are:

Not sure about exact numbers for some of them, but I know for sure that Kevin Owens, Seth Rollins, Matt and Jeff Hardy, and Triple H are the characters I have the most of.
I know I have at least 38 Kevin Owens Elites, and if you add Basics, it’s gotta be at least 50. I have a ton of customs for his different attires. Similarly, I probably have around 35-40 different Rollins Elites at this point, most being customs of attires Mattel didn’t make as Elites or didn’t make at all. I have a whole bag just for my Hardy Boyz figures, most being their old TTL and Jakks RA/DA figures. For HHH, I have a good amount of his Jakks RA/DA figures, and TTLs, plus a ton of his Elites and some Basics as well.
I think I have a problem…

I haven't done a proper head count, but I would guess HBK. Probably Rey in 2nd. Macho & Warrior have to be up there too.

I will say most of my top collection is Undertakers Elite and some basics. The second place of most figures would be Ultimate Warrior with an almost tie Hulk Hogan.

Definitely Ultimate Warrior. I have all his Mattel figures except the newest Ultimate Edition and the exclusive 1 of 5000 editions or whatever they are. I also have his Hasbros, Retro (multiples), Masters of the WWE Universe (multiples), and Superstars figures. Then I have a bunch of extras for customs, and then a few Elite customs, too.
Sting would be the most for me if Mattel had done him justice and/or had him signed for longer.
Next is Lex Luger (no Hasbro but multiple customs, both Elite and MOTWU/Superstars).
After that it's probably Macho Man and then Hulk Hogan, though I surprisingly have more Triple H than I ever expected cause I never even liked him much (still don't really, but his figures are cool).

Well, I don’t pass on figures of… Triple H Sting Bret Piper Orndorff Warrior Kerry Von Erich (need more) Kevin Von Erich (need more) Steiner (thankfully Mattel will be making them now) Jericho Hogan Savage Road Warriors Flair Randy Orton Rollins Austin Undertaker (until the last RSC figure)
And the top five or six on that list I usually buy at least 3 of each figure. So it’s got to be one of them.

Rey Mysterio - I don't know the exact amount but I am about 5 short of every 6 inch figure he has had, have most of the build n brawls and have probably made upwards of 15 customs of him...
Followed by him its RVD at 45
