I can’t think of anyone. Hogan I think showed up right when they switched to WWF in 79. Flair I don’t think ever wrestled for Sr. WWWF guys like Bruno, Backlund, Graham, Pedro, etc were in WWF but not WWE. Plenty of people wrestled for WWF and WWE. I don’t know of anyone who wrestled under all 3.

Backlund did. IIRC he was in that battle royal on the Raw anniversary show in 07

When did Snuka start in the WWF? Was it prior to the name change from WWWF to WWF? If so, he worked some matches in the 2000s under WWE.
Same with Sheik, I think he first wrestled in the company back in 1978 or 1979, was that before or after the change?
Volkoff just missed being one, he wrestled in the WWWF as one of the Mongols, and almost wrestled in the WWE, but his last appearance/match was at the gimmick battle royal at WM17, a year before the change to WWE.

Snuka was early 80s Sheik I think just missed it. I know he came in during 79 but it was after the fact I believe And yeah Volkoff made appearances under the WWE banner but never wrestled after 17

Greg Valentine wrestled for all three iterations of the Company. He started in 1978 when it was still WWWF, wrestled in the WWF, and had a match in 2005 vs Rob Conway on WWE Heat.

Wikipedia says that Piper had a match in January 1979 for WWWF.

Then again, it was on Sunday Night Heat, not Raw or Smackdown. Apparently, Conway was doing a "Legend Killer" gimmick at the time, so that is how the match came about. Here it is:
