I’m sure Steve and the guys from Mattel have requested those names. And it takes two parties to make a deal. WWE could very well have attempted to sign some of these guys but they or their estate declined for whatever reason.

Mattel can only make figures of people who are signed under a deal with WWE that allows action figures to be made. Mattel has no control over who that is. The most they can do is request WWE to get specific people under contract. If that doesn’t happen it’s because WWE wasn’t interested in a contract with that person or said person turned down the contract. Or it’s an estate issue and WWE doesn’t know who has ownership of the estate, I guess.
Anyway, Mattel has said this every year for at least a decade.

I’m sure Steve and the guys from Mattel have requested those names. And it takes two parties to make a deal. WWE could very well have attempted to sign some of these guys but they or their estate declined for whatever reason. It's more likely - at least for those talent listed in the OP - that they just aren't names that move the needle from WWE's perspective. WWE probably has a certain number of Legends slots they're looking to fill in any given year, and those names are going to be used across all licensing/properties - video games, trading cards, figures, and WWE-produced merch. They're also talent who do appearances at things like Axxess. Steve has said that as contracts expire, WWE may look to add new names. But you're probably talking about a handful of slots changing in any given year. There's good reason to give priority to more colorful characters (more marketable, stronger appeal to licensees) or living talent (available to do signings, documentary interviews, etc). There are some wildcards - Irwin and Stevie Ray come to mind - that could be due to nepotism, use for a specific project, etc. There's always a chance they pop up at some point.

Yeah names like Bill Irwin, Rocky Johnson, Afa, Sika, Mae Young, Strongbow (before he was pulled), etc shows that no one is off the table other those names we know that are. It’s definitely not one thing why someone isn’t getting a figure. Several factors come into play: How hard is Mattel or other licensees (2K, etc) pushing for a certain wrestler How much ROI does WWE think they’re gonna get How difficult it is to track down a wrestler or their estate The wrestler or estate’s willingness to sign a deal with WWE Are there conflicting deals with other companies Were bridges burned on either side beyond repair

Also I think someone said sometimes (for those who have passed) it’s hard to find out who even has the estate and realistically how much time of effort will they spend for someone who a small subsection of purchasers are interested in. I believe giant gonzales was the example where it was hard to find who has his estate (obv he had a classic but post that)

I would say it’s a combination of numerous factors as some of you guys have mentioned. Trying to find estates and dealing with the legalities is prob the most likely reason, and the trickiest to navigate. Others, like Hercules seem crazy as he was a constant feature of the Golden Era (they mention his consistent PPV run on the OSW podcast), so that is probably down to licensing. Then again, ZST toys have obtained a license I believe so maybe there’s a behind the scenes reason for that one. Toyetic reasons are at play. The Goon is nowhere near the star some of the guys mentioned are, for example, but he makes for a great toy. Dino Bravo wasn’t signed by Jakks either as far as I know, and my hunch with him (among others) is that the unfortunate way he ended his life means he might not be someone Mattel or WWE want to deal with promoting. Side note: I have always wanted a Butch Reed Hasbro since I was a kid so if they do get the licence I would love to see a retro.

The biggest issue is WWE making every old timer sign a legends deal in the first place. There’s no reason why Mattel couldn’t ask WWE to sign guys to a action figure only contract.
