Maybe not all the greatest choices but some that work imo
1. Hogan - UE13 with diff accessories, E96, Mega Powers elite
2. Andre - Upcoming UE17, legends or E29
3. Dibiase - Legends 9 or entrance greats if you don’t mind a basic with cloth gear
4. Savage - Mega Powers elite, E23
6. Warrior - Fan Takeover, flashback, SS ‘22
7. Sarge - Elite 90 something I don’t exactly remember
8. Flair - Retrofest or black robe defining moments
9. Taker - WM31, Decade of domination, and maybe a mash up with either of the two and the raw anniversary taker
10. Bret - UE2, UE legends/pink RSC, DM if you want hart foundation
11. Diesel - New Gen UE, Network Spotlight
12. Backlund - CE
13. HBK - WM33, UE4
14. Sid - E39
15. SCSA - UE9 or 3 belt DM
Forgot about Yoko but the e15 if you don’t want the robe on or flashback if you don’t care what’s under the robe
