I know almost every post has ignored the question and just answered what their favourite faction was, but in terms of most dominant, it’s basically a two horse race between the NWO and the Bloodline. Currently, I’d say it’s the Bloodline. Hollywood Hogan lost the title to both Luger and Goldberg in big matches. The Outsiders didn’t really have a stranglehold on the tag titles either. Roman Reigns hasn’t been beaten at all in the entire Bloodline run, and the Usos have been tag champs for a year and a half.
However, by the time the Bloodline is done, they will likely have suffered some high-profile defeats like the NWO did. So I’d say it’s a tie between them ultimately. In both cases, they ran the shows they’re on, beat down everybody, and helped their shows dominate the wrestling landscape.

It'd have to be The Bloodline. They've had both Tag Team Championships for a nearly a year. Roman has had the Universal Championship since mid 2020 and the WWE Championship for nearly a year also, while steamrolling through every top name in the company. While other factions will continue to dominate for years to come, those reigns are something we'll likely never see again.

Shield, one of the best booked factions ever and created three main event stars. I realize you said four+ members, that was just the first one to jump out at me. But damn in a period where they didn’t do a ton right. They sure did book them right. Definitely.

Honestly, it's hard to argue against the Bloodline. It's not even recency bias. The longest reigning world champion of a generation, the longest reigning tag champs in history and an undefeated enforcer in Solo. How's that not "domination"?

4 Horsemen for the legacy of it
NWO for the sheer dominance of the product and influence on the industry at the time
The Bloodline for the generational aspect and being the only one in modern WWE that could belong on this list
The Bullet Club (and The Elite) for the scale and global, multi-promotional impact
And DX for the fact that, somehow, that group of guys ended up running the company 20-some years later.

No love for Ace’s and 8’s? Joke lol. I started watching in summer of 2001 so I can’t really comment on NWO, DX, 4 Horsemen etc but if it came to decades then; 2000-2009 - Evolution 2010-2019 - The Shield 2020-Current - The Bloodline
