I know Sami's time trying to get into The Bloodline goes back quite a while, maybe back to right after WM38? But as it developed, with him going from hanging out with The Bloodline for his own selfish/heel reasons, to growing true love for The Bloodline, to Roman going from skeptical, to accepting (while still showing aggression and high standards), to Solo debuting at Clash at the Castle, to the rest of the group jumping on board minus Jey, to Jey jumping on board at Survivor Series, to everything that happened at RAW XXX and the Royal Rumble, it's hard to know whether this was a Vince thing or a Triple H thing. Vince was still involved in creative up until July, so anything that happened after that is hard to say. It's possible Trip was just continuing with Vince's plans for anything after July, it's all possible this was heavily out of Trip's mind. Plus you've got all the other writers, producers, Heyman, Roman himself, Sami himself, etc.
Though we don't know for sure right now, and it may take years to truly know, who do you feel may have been most responsible, in terms of creative, for this great long-term storyline?

Probably Heyman. Pretty sure it was reported that both him and Roman were in control of their segments

Sounds like it has been Triple H, Prichard, Hayes, Roman, Heyman, KO and Sami at different points. Sounds like a lot of different people have helped.

yeah if it’s half as good as some feel it is, Heyman will have a pivotal role most likely.

Sami Zayn has mentioned that the story was growing and changing each week from what they originally intended, with input from himself, Reigns, Heyman, writers etc. Vince McMahon and Triple H will have been the ones who signed off on everything, but there are many creative minds behind it all.

There was an interview with Solo where he stated that a bunch of Sami's antics that went viral weren't planned at all and that he was going off script for that stuff. Whether that stuff was shared with Roman ahead of time, I don't know but I'm guessing not based on how he was broken just as much as the rest of them. I'm guessing Roman's reactions to a bunch of that was him working on the fly to keep the segments together.
Also, yes, Vince was involved in the initial decision, but Sami himself said that it was Hunter who really got the ball rolling. Plus, I think it was last year when Sami did a thing saying his involvement was meant to be short lived and went on far longer than ever intended due to how popular it was.
But yea, overall there's been a ton of hands involved in baking this particular pie and I'm interested to see how much further it goes from here.
