Had episodes of 99 Raw on background and was watching some of it
Billy Gunn has a good look, good personality, charisma, ladies loved him
What prevented him from breaking out?

Prichard has said a few times it was his asthma. Ross said it too & has said that's why he thrived in the team scene and always ended up back there. Ross did give him great praise for being an excellent "captain" in tag team circumstances too.

Timing was bad. HHH won the strap in August, DX reunited in November and then he got injured in February.
Too much was going on in the main event scene to squeeze in Billy Gunn.
Any other era he would've been a World Champ for sure.

Probably the same thing that stopped a lot of other guys from breaking into the upper tier. The top of the roster was so loaded with A+ talent that certain guys had a ceiling.
Billy Gunn was propelled into a top spot when he feuded with The Rock, but their feud was so one-sided that it absolutely killed his singles push and resulted in him being pushed back into a lesser role reforming the New Age Outlaws with the revamped DX.

He never at any point screamed Main event star, same for Hardcore Holly in 99-2000 when people were screaming for him to get a big push.

Billy Gunn and Road Dogg together could main event any Raw, Smackdown or live event against any two top men. So that at least says something.

He shouldn’t have got released in 04 tbh, he could have easily gotten more Tag Title wins on SD or even a US Title win somewhere between 04-08.

It comes under a few factors.
Basically:
- There were an abundance of other main eventers, creating strong competition and he couldn't really "hang" with them on the mic - There were doubters backstage that claimed he couldn't do it - He had asthma and couldn't do long drawn-out main event matches, favouring matches less than 9 minutes
Which is a real shame because he had the look, he had charisma (to an extent), and great in-ring work. He had moments of being decent on the mic, never 100% comfortable, but so many stars start out nervous and grow. It's like they never put 100% into Billy and set him up to fail by feuding with the Rock right off the bat. Like he was destined to get mauled on the mic.
When management really want someone to succeed, they try hard. But with BG it's like they half-assed it (pun intended) and gave up as a failed experiment just because they were forced to. I truly believe he could have been nurtured to the top if given the right help with his promos and direction.
I don't buy the "he was not main event level". Triple H in 1997 wasn't main event level but look how he developed. Edge wasn't main event level but in 2006 became so. Give him the right push, he would have flourished.

They were afraid if they put the belt on him, that he’d never lose it. He should have won it in 99.

Very true...with the correct creative attention someone of Billy's popularity & ability could have got there.
