Both have won multiple titles through multiple promotions. Both were main players in the nWo and both were main event calibre. Both have their fair share of controversy and personal/behavioural issues.
So in your opinion, which Scott was better?

This one is tough for me. Steiner better as a tag team wrestler, but Hall was better as a singles wrestler. And once WCW was sold and Steiner went back to the WWE he was a shell of what he used to be because of the injuries. So I am going to have to give it to Hall by a slight margin. Even as I’m typing this I’m questioning my choice. lol

Hall for sure in my opinion.
With Rick, Scott was an absolute beast during the heyday of the Steiner Brothers. Still, I was never a huge fan of the "Big Poppa Pump" gimmick and by the time he was established as a singles star his in-ring work had diminished significantly. The character was definitely over, but gone was the explosive offense and incredible agility that used to be his trademark.
Hall also hit some major personal roadblocks as his career winded down. However, he was a staple of the New Generation in the WWF as Razor Ramon and at the forefront of the 90s wrestling boom with the nWo. Hard to compete with that kind of resume.

Steiner was a bumbling, stumbling, roided up, walnut brain. He was great as a tag but I skip or fast forward all his singles stuff. His best stuff as a single was him trying to be serious but people laughing at him cause they couldn't take him seriously. He was one I didn't mind Triple H burying. Infact I would have had him lose way more.

Steiner Brothers were such a dominant team and Steiner reached a higher peak than Hall. Hall was part of the biggest movement in wrestling history and has a plethora of well regarded moments in the ring. Steiner has Steiner Math It’s really tough to answer.

I'm gonna go with Scott Hall. I was a big Razor Ramon fan and I liked his work in WCW/NWO. But Scott was great too, I was a huge fan of the Steiner Brothers, and his Big Poppa Pump run in WCW was fun. But like others have said, after he added way too much bulk, he lost a lot of his speed, agility, and explosiveness in the ring.

I'm going with Steiner and if you do the math his way, that means he's up by 6 and one half votes! To this day I have no clue if Steiner is one helluva actor or just a crazy sob and I love it.
Big Poppa Pump > Razor Ramon > Scott Steiner > Scott Hall

For me you can't compare....Steiner was a team guy from 89 -98.
Hall was a singles guy mostly who had a great run from 93 to 98 when the wheels came off.
Steiner had a singles run 98 to 01 but it was part of a poorly booked show & what he was involved with was 80% crap.
Neither man was 1/5 of what they were when they went to Vince in 2002.
Better singles: Hall Better teams: Steiner

hall is the better worker, Steiner is the more athletic wrestler
Steiner could’ve been a major singles guy in the early/mid90s if it wasn’t for his tag team work and then back injury
Hall was held back by his own choices
it’s a tough one, I like them both.
