I haven't collected since they introduced the new 2 point joint bend in the elbows but recently picked up an elite 89 Bobby Lashley and noticed his elbow pad has a nice soft texture to it. Mattel has always produced stiff pads for these figures and I'm wondering if this new softer material is common in the newer releases for figures.
There are so many older figures I would quickly swap softer pads with if this is the case especially with the sleeve knee pads.

The only stiff pads Mattel has made are the larger leg sleeve knee pads like they give the Triple H figures and the larger elbow pads they use on the Undertaker

I'm noticing that the pads on the past couple series have been very soft. I never really had a problem with the way the old elbow pads were but I've got about six or so new figures recently that have the really soft pads and my Ultimate Razor was torn in the package. Based on how incredibly soft and thin they are I'm already a little bit concerned.

I think Mattel has more than 1 factory, and they use different materials.
Sometimes you get soft pliable pads/titles, and sometimes you get rough pads/titles.
I cannot be convinced otherwise. Because it's inconsistent.

Never understood why Mattel would hinder articulation with their choice of stiff plastic material pads?

I had a Magnum TA I bought new from Amazon years ago that had one stiff kneepad and one that was almost rubbery feeling.

Personally, I think Toybiz had it right when they were sculpting knee pads into the plastic on the legs and arms of their WCW figures. Yeah, it’s cheaper to go with removable pads so you can reuse parts among as many wrestlers as you can and Mattel offers far more options than Jakks did, but I always thought Toybiz’s sculpted pads were the best solution with the most range of motion.
