As someone that started watching in 89 Jake was a firm favourite of mine from the start. His feud with Martel is one of my favourites from my childhood. Heel Jake in 92 was awesome as well and I really wish his thing with Warrior would have gone further, did they ever have any actual matches?
I like Steamboat as a kid I had the WrestleMania III VHS and loved the match with Savage and would recreate it all the time with the LJN bendies I got in a department store in Scotland called what everyone wants.
I have to give this one to Jake. I also think the way he turned his life around is incredible.
I'm going to go with Jake, but I am a huge fan of both. Steamboat was the superior wrestlers, his matches with Savage, Flair, Rude, Austin, etc., were tremendous. But, even with that, Jake was more entertaining. To me, he's the best promo in the business. Other than his heel run in 1991-92, he never really relied on catch phrases, his promos were unique to every wrestler he feuded with, and, he was pretty good in the ring too - very believable. Plus, the DDT - greatest finisher in history.

If we talk WWF, Jake Roberts I feel had a great impact
But....
I loved Ricky Steamboat's WCW stuff.
From his Tag Title reigns with Jay Youngblood, Dustin Rhodes, Shane Douglas, to this World TV Title and US Title matches with Steve Austin, plus the matches with Ric Flair for the NWA or WCW Titles.... just amazing!
Can’t go wrong with either one, but I think I’ll go with Steamboat today. But ask me again tomorrow and my answer might be Roberts. That’s how close this one was for me.
