1st run Cody doesn't have intricate enough attires to be an Ultimate, besides Stardust. He can be an elite any time though.

If there is a way to give us Cody's torn pec dragonscale coat and make it look good, I'll take any ultimate Cody they make.

But I've accepted that those two are not going to not have an Ultimate. Same with Orton, and there will likely be more HHH and Roman as well. |
