Savage as an anti NG heel was money. He had more miles in the tank for sure as we seen. feuds with Bret & Razor would have been great stuff.
But No...Hall & Nash wouldn't have stayed if Savage did. Savage staying wouldn't have improved Halls Money vs Dates worked and & revisionist history aside? Nash was gone the minute he heard Hall was getting "Sting Money".

I always thought they could have done the Hulk WM9 angle with Savage. Think about it: Savage is sitting right there at ring side. They could have built up some heat over the weeks on RAW with some of Fuji's comments, then Yoko could have tried to squash Bret a la Duggan after winning with the salt and Savage flips out at the injustice of Bret having lost the belt in that fashion and now he's going to be flattened, so Savage jumps up from the commentary table and gets involved. Fuji issues the challenge and then Savage gets the quick pin like Hogan did. I know Savage wasn't the same superhero to Vince as Hulk was, but that would have provided the expected face title win as the climax of the show and unlike Hogan Savage would have actually been willing to wrestle Bret. Let Savage go at Yoko at KOTR given the controversial end, but Savage comes out with the belt even without the clean pin and goes on to face Bret as the big Summerslam main event. Yes, it breaks Vince's tried and tested heel vs face main event model, but come on, surely wrestling fans would much rather have coughed up their cash for Bret vs Savage for the title than Vince jetting in Lex Luger as The Real American 2.0 vs Yokozuna?! The Narcissist gimmick had much more scope for feuds in any case imo.The only downside is that you lose the whole Bret KOTR showcase win and then the Lawler fued. As much as I grew to hate this booking for Hogan, it sounds awesome for Savage! You know at the very least he would have made regular TV appearances and maybe even had a title defense or two in the following two months where Hogan literally went AWOL with the belt before dropping it at King of the Ring.
