All of these are trackable using popfindr. Get the products TCIN from the Target app. Use that and your zip code. No need to blindly hunt and blow time and money.
I just tracked a few 21’s and they are all over my area.

Might stop by my local Target tomorrow and try my luck. Specifically looking for the Ultimate Warrior. Hogan 3 pack is cool too but I think I have Hogan burnout. Nothing I really need from the new Legends wave either but I do really like the new packaging.

Stopped by my two local Targets in Delaware; 1st one had nothing. Not one single wrestling figure;
Second one had only one; Scorpion King Rock. Nothing else at all. If they'd had the whole set, I might have picked something up, but I left Scorpion King on the shelf for someone who really needs it....
I have L21 Jimmy Hart on pre-order, but Target got a little shady last year with pre-order fulfillment so I'm keeping my eyes open for the stores to get these in. This is one of my most-wanted figures!
I also have the Hogan 3-pack on pre-order..... none of my pre-orders have shipped yet.
