Outlaws were the biggest and most over tag team of the Attitude Era. Waltman was a star on his own outside of the factions he was in. Their individual achievements shouldn’t be ignored just because they happened to also have been in popular factions as well. Pac is just as accomplished, if not more, than some of the names of singles competitors already in like Hillbilly Jim, Abdullah the Butcher, etc. NAO definitely should be recognized as a tag team if teams like Bushwackers are in. They got to have a speech, that's that. X-Pac got two. Plus the Hall of Fame classes are smaller these days. Sometimes only 4 wrestlers. Why should people who already did speeches & got celebrated hog more spots. Hell, look at Arn Anderson's speech with the Horseman that's as perfect a HOF speech as you can get. Why does he need to go in again. Plus they already set a precedent that factions, tag teams, and solo accomplishments are separate and honored as such. HBK, Booker, Bret, Flair, Hogan, Nash, Pac, and Hall weren’t penalized because they were part of other factions and/or teams and got multiple inductions as a result. So why should exceptions be made for others that fit that criteria? If they were a HOFer on their own merits then they should be in.

All that being said, it is important to some of the talent that do get in. I’m not suggesting Pac get in on his own anytime soon but he definitely deserving of that spot and be a 3 timer.

Realistically, The Rock is probably the most likely. Individual, Bloodline, Nation of Domination and Rock & Sock Connection (this one is most unlikely but certainly more likely than a 4th for pretty much anyone else).

It's a little early to say that the Rock would get inducted as part of the Bloodline. Literally just joined and it might be short term thing.
