I think so. I think had Billy transitioned to “The One” Billy Gunn at THAT time, he’d have been a main eventer. He always had the tools but he came off as half of the Outlaws rather than a singles star in 99. And I feel it’s because he didn’t have a timely gimmick change. Where as in 2001, The One Billy Gunn felt like his own thing but he didn’t have any momentum.
Somebody like HHH transitioned from being the snob, to DX, to the Game all at the right times. Each time he moved up the card, he redefined his image to go with it. That stuff makes the difference.
I always put early 90s Scott Steiner, Billy Gunn & Rob Van Dam as perfect wrestlers. They all had size and athleticism that SHOULD have been capitalized on more.

The One was just generic Billy Gunn with short hair and plain trunks. It basically stripped him of his identity. HHH's transition was different, he became The Game, a hated heel and larger than life character. He evolved into something special where Billy Gunn didn't.

What I’m saying is, to transition somebody from being a tag team guy into a singles star, something has to change. HBK didn’t just continue to wrestle as half of the Rockers, he became the Heartbreak Kid. Marty however continued on as a Rocker, and always looked like half of the Rockers. Billy needed to switch to something, in order to reset the minds of the fans in essence. I’m not saying it would have worked, but something like The One Billy Gunn, was a different presentation and whether it was good or not, he felt like a new man & not just HALF of the Outlaws. All that aside, I enjoyed his gimmick change haha. I thought it made him feel more like a serious contender. In the same fashion as HHH

Billy G to me is one the best tag teamers... the guys still trying to main event today!!!
