I couldn't agree more with your first choice. Green ty-dye Billy Graham from the 1970s is a top want of mine. I don't even need the older, 1980s head. Just give me a decked-out 1970s version in green with the WWWF world title belt MIB. 
A set of WM1 Roddy Piper and Mr. Wonderful Ultimate Edition figures would be nice. 
I doubt we'll ever see a Jimmy Snuka figure again, but I wouldn't mind one version of him in bare feet and his traditional style trunks - I need one for my Hasbro display. 
Heel Muraco would make a great choice for the Coliseum Collection wave. Surprised you didn't ask for him to come with a kilt - SNME 1986.
That Jesse Ventura attire is my exact want as well. Not sure if they would do that as an UE figure or just a regular elite. 
Dynamite Kid is sorely needed. WM2 and WM3 attires would be the best choices. I also wouldn't mind SSL88. 
Not sure why Mr. Fuji hasn't made an appearance in this line. He worked for the company for a very long time, you'd think they'd know who to get a hold of to sign a deal. Manager (Tux & Robe) & wrestling attire are needed. 
Mr. Saito would be nice, especially if they get Mr. Fuji. If they can get both of those guys, they might as well try to sign Professor Tanaka, too. 
Ken Patera would be another great signing. Blue singlet with blonde hair for the heel, black singlet and brown hair for the face version. 
Powers of Pain are another one that we need. We have Warlord, a Barbarian figure would be great. I also want their late-run look, black and red face paint, different design on their tights (Survivor Series 1989 photo).
Midnight Express would be a huge signing, especially if they could get Cornette, too. 
I really hope the WM9 Steiner Brothers are released as Ultimate Edition. That's my favorite attire they wore. Would look great in figure form. 
US Express seems likely, but what do you mean repaint? The red/white/blue attire for the regular release, black tights for the chase release.
Don't really care for pre-pink era Hart Foundation. WM3 would be great as legends, but they've already done that attire for Bret as a basic. I really want an UE of their 1990/91 look. 
Backlund in green or red from his late 70s/early 80s day would be great. 
Chico needs a lot more figures. IC Champion era would be good, blue or purple trunks. We need an updated Strike Force era and late 80s era. Plus, we need all three El Matador attires (green, black, and gold). 

and, like Macho Man/King, we need a lot more of Surfer Sting and Ultimate Warrior. They left a lot of looks on the table for Sting.

Yeah I would like to see an UE of Macho in his light purple tights and a robe. Basically the DM Non WMIII that was supposed to be WMIII. So that same attire that figure had but a different robe, multiple heads, hands & the Intercontinental championship .
